Position Location

This position will be located at NIWC Atlantic, Charleston, South Carolina.

Job Overview

Provides senior-level analytical and operational support to the Program Manager in accordance with Task Order Management requirements under PWS Section 3.1.1.

This position supports overall planning, coordination, execution monitoring, and performance management of a large, multi-functional support contract. The role requires collecting, reviewing, and analyzing operational, financial, staffing, and performance data in order to develop recommendations to contractor leadership and support informed decision-making.

The position functions as a senior program integrator across functional areas to ensure contract requirements are monitored and executed within allocated resources while supporting cost, schedule, and technical performance oversight. All contractual authority and official communications remain the responsibility of the Program Manager.

Responsibilities

Program Execution & Performance Management
  • Support the Program Manager in managing daily contract administration operations in accordance with PWS Section 3.1.1.
  • Develop and maintain detailed work plans, execution schedules, and milestone tracking tools.
  • Monitor contract performance metrics across all CLINs and functional areas.
  • Analyze cost, staffing levels, schedule adherence, and deliverable timelines.
  • Identify risks to cost, schedule, or performance and develop mitigation strategies.
  • Support quality checks of work products prior to Government submission.
  • Coordinate and oversee contractor workstreams or functional support areas as delegated by the Program Manager to ensure alignment with contract objectives, schedules, and performance requirements.

Program Integration & Execution Coordination
  • Support the Program Manager in integrating execution activities across functional areas and CLINs.
  • Maintain integrated program tracking tools to monitor staffing, deliverables, and milestone progress.
  • Provide execution visibility to the Program Manager to support informed decision-making.

Data Analysis & Decision Support
  • Collect, review, and analyze operational and financial data to identify trends and performance gaps.
  • Define the nature and extent of programmatic issues and develop actionable solutions.
  • Develop dashboards, reports, and mathematical models to support decision-making.
  • Analyze labor utilization, FTE allocations, and workload forecasting.
  • Prepare written reports and briefings summarizing findings and recommendations.
  • Present analytical findings and insights to Program Manager.

Resource Planning & Integration
  • Support coordination of staffing assignments across CLINs to ensure contractual requirements are met.
  • Assist with long-range planning efforts and short-term execution adjustments.
  • Coordinate with functional leads to align technical execution with budget and schedule constraints.
  • Assist in preparing responses to Government data calls and requests for information.
  • Support transition planning and organizational alignment efforts.

Performance Standards

The Management Analyst III shall meet the following performance metrics:
  • Deliver analytical products that are comprehensive, accurate, and reflective of the current operational environment.
  • Support the Program Manager in maintaining cost, schedule, and technical performance within contractual parameters.
  • Deliver required reports and administrative documentation in accordance with applicable CDRLs referenced in the PWS.
  • Support Government technical review and incorporate feedback as required.

Knowledge, Skills, and Abilities
  • Knowledge consistent with Analyst, Management III labor classification.
  • Strong understanding of large, multi-functional U.S. Navy support contracts.
  • Experience in engineering/science management, operations research analysis, or financial/cost analysis.
  • Ability to analyze complex data sets and develop practical recommendations.
  • Strong understanding of cost control, scheduling, milestone tracking, and performance management.
  • Advanced proficiency in Microsoft Office tools (Excel modeling, PowerPoint briefings, SharePoint tracking systems).
  • Strong written and verbal communication skills.
  • Ability to operate independently while supporting senior leadership decision-making.

Job Requirements

Mandatory:
  • Education: Bachelor's or Advanced Degree in a business or technical field.
  • Experience: 10 or more years of experience in engineering/science management, operations research analysis, or financial/cost analysis, including significant experience supporting U.S. Navy programs or operations.
  • Clearance: SECRET eligibility and access required.
