Duties

1: Provides management, technical and administrative control over all aspects of USSOCOM's SOFPREP Branch in the development of Geospatial-Intelligence data and scene visualization database production and serves as the senior USSOCOM technical expert on all matters related to GEOINT data and scene visualization database production in support of SOF MTP-Systems and activities. Exercises authority and control over a work force of military, Department of Defense (DoD) civilian and contractor support personnel.

2: Exercises supervisory intelligence operations for USSOCOM's SOFPREP Branch and implements detailed schedules for all scene visualization database generation activities for DBGFs at two geographically separate locations in accordance with USSOCOM stated priorities. Oversees the SOFPREP Branch (J3-T&E-S) with accurate evaluations and advises and provides counsel to employees regarding policies, procedures, and directives. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.

3: Directs all SOFPREP activities to request original source GEOINT products, civil and National imagery, and threat parametric/electronic combat data to include intelligence collection management actions performed in accordance with DIA and USSOCOM regulations/procedures. Directs and rigorously monitors stated activities them to ensure schedules are maintained.

4: Overall responsibility for the purchase, maintenance schedules, and accountability of over 25 million dollars of equipment and an operating budget of over 8 million dollars. Monitors the status of all equipment, ensures required maintenance and lifecycle replacement program is performed. Develops procedures for a workaround plan should equipment failure limit scene visualization database crisis response capability.

5. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements. Analyzes documents and ensures that document sensitivity is protected from unauthorized users.

  • The incumbent is required to be available on a 24-hour, on-call basis to support no-notice requirements.
  • Periodic travel, on possibly short notice, to domestic and foreign points by commercial or military aircraft is required to perform temporary duty assignments.
  • Work is usually performed in an office setting, which will be a windowless vault/secure area or Sensitive Compartmented Information Facility (SCIF) with artificial lighting and air conditioning/hearing.
  • This is a Centrally Managed position. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the full range of principles and concepts of imagery collection, analysis, evaluation, interpretation, and production of GEOINT data and products; knowledge of DoD, the national intelligence community, Special Operations, and the SOF scene visualization database generation program; knowledge in compilation of intelligence data from multiple sources and developing a critical evaluation of worldwide geopolitical and terrorist threats that may result in SOF GEOINT data requirements in support of scene visualization database generation; knowledge in the critical evaluation of GEOINT data to determine suitability for inclusion in scene visualization databases; knowledge in Planning, Programming and Budgeting as well as property accountability. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the full range of principles and concepts of imagery collection, analysis, evaluation, interpretation, and production of GEOINT data and products.

2. Knowledge of DoD, the national intelligence community, Special Operations, and the SOF scene visualization database generation program.

3. Knowledge in compilation of intelligence data from multiple sources and developing a critical evaluation of worldwide geopolitical and terrorist threats that may result in SOF GEOINT data requirements in support of scene visualization database generation.

4. Knowledge in the critical evaluation of GEOINT data to determine suitability for inclusion in scene visualization databases. Knowledge in Planning, Programming and Budgeting as well as property accountability.

5. Skilled in developing professional relationships within SOF and throughout the DoD to accomplish broad objectives in advancing the SOFPREP mission.

6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

CONDITIONS OF EMPLOYMENT CONTINUED:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

3. Key: The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
