Duties

  • Serve as the Quality Assurance Specialist performing as the Contracting Officers Representative (COR) overseeing the administration and management of the quality assurance program.
  • Ensure the quality and timeliness of work provided by contractors is in compliance with contract requirement
  • Keep the KO, Branch Chief, Division Chief, other directorates and functional activity representatives fully informed on status of contract performance
  • Must ensure quality and timely contractor work performance and solves problem areas with the contractor.
  • Report unresolved violations and deficiencies to KO
  • Receive complaints from customers, investigate and determine validity, and notify the complainant of results.
  • Must maintain good relationship with customers; and educate customers about contract requirements
  • Conduct field visits to areas and facilities under each contract to obtain necessary data for analysis and evaluations.
  • Utilize knowledge of facilities, systems, and services for which the contract work is performed; knowledge of inspection procedures and methods to assure materials and workmanship are properly inspected; and to determine contractor compliance.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must submit Financial Disclosure Report, OGE 450, upon entry into position and annually thereafter.
  • Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
  • Must be able to complete Acquisition COR training and other applicable requirements within 6 months of onboarding.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience in the Federal service which includes: 1) Maintaining a contracting officer representative program; 2) Reviewing contractual quality requirements; 3) Evaluating contractor performance through audits and surveillance inspections; AND 4) Executing a quality assurance program to determine effectiveness.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
