Reporting to the Program Manager, the Cybersecurity Engineer (ISSE) supports DoD IT initiatives, guiding systems through the full RMF Assessment & Authorization lifecycle for a federal client. This role involves cybersecurity analysis, vulnerability management, and ensuring systems meet DoD security standards while maintaining operational readiness. This position is located in San Diego, CA.

What You'll Do
- Develop, review, and modify RMF packages to achieve Interim Authority to Test (IATT) and Authority to Operate (ATO) approvals.
- Manage the full RMF lifecycle (Steps 1-6), creating artifacts such as Security Assessment Plans (SAP), Security Assessment Reports (SAR), and Plans of Action and Milestones (POA&M).
- Input and manage all A&A artifacts in the Enterprise Mission Assurance Support Service (eMASS) database.
- Ensure post-accreditation stipulations are met and conduct Annual Security Reviews (ASR) to maintain system ATO.
- Conduct vulnerability assessments using tools like ACAS and document findings in POA&Ms.
- Perform security control testing using DISA STIGs, SRGs, and SCAP benchmarks to identify and remediate vulnerabilities.
- Ensure all applicable Information Assurance Vulnerability Alerts (IAVAs/Bs) are addressed and security patches are up to date.
- Support developmental, operational, and follow-on testing (DT&E, OT&E, FOT&E) of hardware and software in various test environments. Analyze test results to identify system failures and recommend corrective actions. Provide engineering support for systems operating across multiple security domains (up to TS/SCI), ensuring data interoperability. Support all phases of production, including Low-Rate Initial Production (LRIP) and Full-Rate Production (FRP).
- Develop, implement, and maintain configuration management plans for hardware and software baselines. Create and update critical baseline documents, including system architectures, specifications, Bill of Materials (BoMs), and technical manuals. Use CMPro for configuration status accounting to track all changes from the established baseline.
- Bid and proposal support if requested.
- Other duties as assigned.
Required Qualifications:
- An active Top Secret / Sensitive Compartmented Information (TS/SCI) clearance is required to be considered for this position.
- Bachelor's degree from an accredited university in Cybersecurity, Computer, Electrical, or Electronics Engineering, or Mathematics with a concentration in computer science or equivalent is required.
- At least five (5) years of experience providing information technology, networking, or cybersecurity support to a Navy program office.
- Expertise in the DoD Risk Management Framework (RMF) and the Assessment & Authorization (A&A) process.
- Proven experience creating and managing ATO/IATT packages and related artifacts, including Security Assessment Plans (SAP), Security Assessment Reports (SAR), and Plans of Action and Milestones (POA&M).
- Hands-on experience using the eMASS platform for tracking A&A compliance.
- Proficient in conducting vulnerability scans and assessments using ACAS and applying DISA STIGs and SCAP benchmarks.
- Strong systems engineering experience, including developmental and operational testing, production, and installation support.
- Experience with configuration management principles and maintaining hardware/software system baselines.
- Must possess basic computer literacy and data entry skills.
- Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
- Strong attention to detail and organizational skills.
- Excellent verbal and written communication skills.
- Demonstrated problem-solving skills.
- Must possess strong time management skills.
- Must be able to work in a fast-paced, changing, and challenging environment.
- Travel Required ~25% travel required.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
Desired Qualifications:
- Prior experience supporting NAVWAR or other Department of the Navy (DoN) programs.
- Familiarity with CMPro and Navy-specific installation processes, such as SHIPALT and BESEPs.
- Possession of professional cybersecurity certifications, such as CISSP, Security+, or CISM.
- Experience developing and delivering technical training for system operators.
Physical Requirements:
- Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
