Synertex is seeking an experienced Contract Manager with deep pricing and proposal expertise to support classified programs across the Intelligence Community (IC) and Department of Defense (DoD). This role is responsible for the full lifecycle of contract management-from pre-award pricing strategy, cost/price analysis, and proposal development through post-award contract administration, modifications, and closeout. The ideal candidate combines strong FAR/DFARS knowledge with hands-on experience building competitive price volumes, developing basis of estimates (BOEs), and negotiating in classified environments requiring regular SCIF access.
This is a remote position; however, the candidate must reside within commuting distance of the Northern Virginia area to support classified venue access at minimum quarterly, with potential for more frequent on-site presence based on mission needs.

RESPONSIBILITIES
- Develop competitive pricing strategies using price-to-win methodologies, historical award data, and market intelligence to inform bid decisions on classified and unclassified opportunities.
- Lead or support the development of cost/price volumes for proposals, including labor rate builds, indirect rate applications, subcontractor pricing integration, and fee/profit analysis.
- Collaborate with technical teams to develop, validate , and document basis of estimates (BOEs) that align staffing, level of effort, and task descriptions with proposed pricing.
- Build and maintain labor category rate tables across multiple contract vehicles (OASIS, GSA, STARS III, CIO-SP4, agency-specific IDIQs) ensuring compliance with rate ceilings and escalation provisions.
- Manage contracts from pre-award through closeout, including FFP, T&M, CPFF, CPAF, and hybrid contract types across DoD and IC customers.
- Ensure compliance with FAR, DFARS, ODNI, and agency-specific acquisition regulations. Maintain familiarity with CAS applicability and disclosure requirements.
- Draft, negotiate, and process contract modifications, REAs, claims, and equitable adjustments. Track funding, ceiling, and period of performance changes.
- Oversee subcontractor pricing, flow-down of prime contract terms, consent-to-subcontract packages, and subcontractor performance monitoring.
- Prepare and defend forward pricing rate proposals and support DCAA/DCMA audit requests related to pricing and indirect rates.
- Manage SAM.gov registrations, representations and certifications, and entity compliance. Monitor federal procurement opportunities and maintain current knowledge of acquisition forecasts, sources sought notices, and RFP/RFI releases.
- Proactively identify contractual risks, pricing exposure, and compliance gaps. Develop mitigation strategies and brief leadership.
- Manage CDRLs, monthly status reports, financial deliverables, and contract data requirements. Coordinate with program management and finance.
- Report to classified venues in the NOVA area at minimum quarterly for proposal development, contract negotiation, and program reviews, with potential for more frequent on-site presence based on mission requirements.
- Read, write, speak and understand English.
- Active TS/SCI with Polygraph (current and in-scope)
- 7-10+ years of progressive experience in federal contract management with significant focus on pricing and proposal development
- Bachelor's degree in Business Administration , Finance, Accounting, Contract Management, or related discipline
- Demonstrated experience developing cost/price volumes for competitive federal proposals (FFP, T&M, CPFF, CPAF)
- Strong working knowledge of FAR, DFARS, and IC-specific acquisition regulations
- Experience with indirect rate structures, wrap rate calculations, and forward pricing rate development
- Proficiency in Microsoft Excel (advanced modeling, pivot tables, VLOOKUP/INDEX-MATCH) and familiarity with pricing tools ( ProPricer , CHESS, or equivalent)
- Working knowledge of SAM.gov, including entity registration, representations and certifications, opportunity search, and contract data reporting
- Must reside in the NOVA, Maryland, West Virginia, or Pennsylvania area with ability to access classified facilities as needed
- Master's degree in Business Administration (MBA), Finance, or related field
- CPCM, CFCM, or CCCM certification from NCMA
- Experience on OASIS, OASIS+, GSA MAS, CIO-SP4, STARS III, or similar GWAC/IDIQ vehicles
- Prior experience with IC customers (CIA, NSA, NGA, DIA, ODNI) or DCSA
- Familiarity with Costpoint, Deltek , or similar GovCon ERP systems
- Experience with classified proposal environments and SCI-level program pricing
