Summary
The System Engineer analyzes user requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications. This role involves analyzing system requirements and leading design and development activities. This role also guides users in formulating requirements, advises on alternative approaches, conducts feasibility studies, and provides technical leadership for the integration of requirements, design, and technology. They incorporate new plans, designs, and systems into ongoing operations and develop technical and system architecture documentation. This position guides system development and implementation planning and is ultimately responsible for the technical integrity of work performed within the Systems Engineering area of responsibility.

Salary Range: $107,000 to $225,000
The AV pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Determination of official compensation or salary relies on several factors including, but not limited to, level of position, job responsibilities, geographic location, scope of relevant work experience, educational background, certifications, contract-specific affordability, organizational requirements, alignment with local internal equity as well as alignment with market data.

Summary

This role also guides users in formulating requirements, advises on alternative approaches, conducts feasibility studies, and provides technical leadership for the integration of requirements, design, and technology. They incorporate new plans, designs, and systems into ongoing operations and develop technical and system architecture documentation. This position guides system development and implementation planning and is ultimately responsible for the technical integrity of work performed within the Systems Engineering area of responsibility.
Position Responsibilities
- Requirements & Architecture Management: Manage system and derived requirements to ensure delivery of production systems compatible with defined architectures, such as the Department of Defense Architecture Framework (DoDAF) and Service-oriented Architecture (SOA). Implement comprehensive SOA solutions and DoDAF operational/technical standards views.
- System Design & Documentation: Contribute to the development of System Engineering Plans, Initial Capabilities Documents, Requirements Specifications, and Interface Control Documents. Generate alternative system concepts, physical architectures, and design solutions.
- Integration & Testing: Establish and follow a formal procedure for coordinating system integration activities among multiple teams. Plan verification efforts for new/unproven designs early in the life cycle. Provide technical direction for development, engineering, interfacing, integration, and testing of complex hardware/software systems.
- Coordination & Leadership: Coordinate the resolution of action items from Configuration Control Board (CCB) meetings, design reviews, program reviews, and test reviews requiring cross-discipline coordination. Participate in an Integrated Product Team.
- Risk & Change Management: Assess each risk to the program (probability and consequence) according to an approved risk management plan. Establish processes to formally control/manage requirement changes, ensure traceability, and gain stakeholder buy-in.
- Security Engineering: Develop derived requirements for Information Assurance (IA) Services (Confidentiality, Integrity, Availability), Basic IA Mechanisms (Authentication, Access Control), and Security Mechanism Technology (cryptography, hashing, key management, etc.).
- Compliance & Analysis: Support the planning and test analysis of the DoD Certification/Accreditation Process. Conduct quantitative analysis in non-functional system performance areas (e.g., Reliability, Maintainability, Survivability).
Basic Qualifications (Required Skills & Experience)
- Bachelor's degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related discipline from an accredited college or university is required.
- Fourteen (14) years of experience as a System Engineer in programs and contracts of similar scope, type, and complexity is required.
- Substitution: Five (5) years of additional System Engineering experience may be substituted for a Bachelor's degree (Total of 19 years of experience without a degree).
- Active TS/SCI with Polygraph
