Suvi Global is seeking a Senior Web Engineer with demonstrated expertise in the following applications and programming languages: Drools, C, C++, C#, ASP.NET, PHP, DNN/Evoq, Java, JavaScript/jQuery, Ember, CSS3, HTML5, and SQL. The selected candidate will be responsible for providing system maintenance and sustainment support, maintaining external interfaces, and ensuring the continued operation and reliability of the systems infrastructure. Responsibilities

The Senior Web Engineer Responsibilities Include the following:
  • Provide system maintenance requirements to maintain the system and its two external interfaces with (1) external forward-facing universal resource locator URL and (2) the Human Resources Command (HRC) Army Recruiting Information Support System (ARISS) or its successor system, in a 24/7 operational system infrastructure is a 100% virtual environment. In emergencies, no more than 24-hour downtime.
  • Support the planning and integration of the Applications with other systems (as required by higher level guidance).
  • Customization or enhancement recommendations to obtain maximum optimization of the of the application.
  • Develop system best practices (i.e., sharing knowledge with database and system administrators, application support, web support, help desk support, and users).
  • Ensure that current and future mission and business requirements are mapped to the appropriate system capabilities.
  • Define governance and supporting documentation for the Applications; maintain documentation and continuity books.
  • Will work closely with system users and administrators to proactively identify and resolve issues with the application, user profiles, and other service applications.
  • Support the identification, troubleshooting and resolution of issues and problems.
  • Compile and analyze weekly performance and usage metrics to uncover trends and recommend areas of improvement
  • Assist the Government in managing approximately 4,000 permissions Applications users). Account issues dealing with permissions shall be resolved within 3 business days; account issues which impact more than 10 users must be reported to the government and a Request for Change (RFC) submitted with recommended resolution within 5 business days.
  • Provide subject matter expertise for a Microsoft-oriented enterprise environment (MS .NET, C#, DNN/EVOQ, JAVA, TOMCAT, SQL and MS IIS Server web enhancements) across the systems.
  • Provide robust, scalable custom code solutions supporting the rules using the latest Business and Industry standards and best practices.
  • Provide software services.
  • Compile and analyze requirements for systems.
  • Provide documented specifications and enhancements based on user and administrator
  • Provide design flowcharts and wire diagrams.
  • Prepare test plans (as needed).
  • Provide design system configurations to maintain compliance with regulations and mandated changes.
  • Perform and assist with integration testing of software and hardware enhancements and upgrades.
  • Create and/or maintain required documentation (i.e. SOPs, "How-To" guides, testing plans and results, accreditation,) for the Applications.
  • Demonstrate and maintain proficiency in HTML and CSS, and JavaScript/JQuery.
  • Demonstrate and maintain proficiency in web-authoring and programming languages for Microsoft-oriented enterprise environment including, but not limited to, C, C++, Java, JavaScript, PHP, NET, HTML, and DNN/EVOQ.
  • Enable integrity verification of software and firmware components.
  • Manage SQL Server databases and related Configure and maintain database servers, processes, assist with query tuning and schema refinement.
  • Monitor system's health and performance while ensuring high levels of performance, availability, sustainability, and security. Implement changes and apply new patches and versions.
  • Work with operations to identify and automate regular processes, track issues, and document changes.
  • Perform scheduled maintenance and support release deployment activities after hours as required.
  • Use industry standard recovery techniques and backup data.
  • Determine, enforce, and document database policies, procedures, and standards.
  • Setup, deploy and maintain an independent testing environment. Perform tests and evaluations regularly to ensure data security, privacy, and integrity.
  • Develop project strategies to ensure deadlines are met according to projected timelines.
  • Ensure projects adhere to risk and CM frameworks while maintaining documentation.
  • No downtime on systems exceeding a continuous 24hrs, nor exceed 24hrs downtime within a 30-day
  • Risk Management Framework and Accreditation Supp the Contractor shall provide support to assist the with system's Risk Management Framework (RMF) assessment and accreditation efforts.
  • Create and maintain System Development Life Cycle (SDLC) documentation
  • Create and incorporate a software assurance strategy.
  • Perform quarterly Security Technical Implementation Guide (STIG) and Security Review Guide (SRG) reviews and documentation updates (as required).
  • Identify flaws during security testing/evaluation.
  • Maintain and update design specifications and security architecture.
  • Consistent with and supportive of the organization's security architecture which is established within and is integrated as part of the organization's enterprise architecture.
  • Accurately and completely describes the required security functionality.
  • Accurately and completely describes the allocation of security controls among physical and logical components.
  • Expresses how individual security functions, mechanisms, and services work together to
  • provide required security capabilities and a unified approach to protection.
  • Document, manage, and control the integrity of changes to configuration items under configuration management. Perform configuration management during system, component or service design, code introduction, implementation and/or operation. The configuration management process applies to:
  • Documentation developed or used in the lifecycle, including requirements and interface specifications.
  • Elements including design libraries and Tools including design tools and test tools.
  • Technical data including test data information on element and system lifecycle processes.
  • Document approved changes to the system, component, or service.
  • Document the potential security impacts of approved changes to the system, component, or service.
  • Track security flaws and resolution within the system, component, or service.
  • Report security flaws and flaw resolution within the system, component, or service findings to at a minimum, the Information Systems Security Officer (ISSO) and Information Systems Security Manager (ISSM) IAW.
  • Document, implement, maintain, and update deliver a security assessment plan.
  • Analyses, testing, evaluation, and reviews of software and firmware components.
  • The degree of rigor to be applied.
  • The types of artifacts produced during those processes.
  • Perform unit, integration, system, and/or regression testing/evaluation at depth and coverage as provided by a government approved accredited web inspect capable vendor (i.e. Hewlett-Packard (HP) Fortify).

Qualifications

  • Active Secret security clearance.
  • 15+ years in web engineering and/or programming experience with DNN/EVOQ or related products.
  • Minimum of 5 years of experience with Personnel Security Investigation (PSI) concepts and forms (e.g. administrative validation, review and submission of all background investigations required for security clearances, federal employment, and Common Access Card (CAC) issuance.
  • Active CompTIA Security + certification.
  • Must have broad understanding of the following applications and components (Windows Server, BMC Remedy, IIS, NET, DNN/EVOQ, Active Directory, SQL Server, DROOLS, and Web Interfaces (external).
  • Ability to travel to site as required.
