C2ISR ECLS is seeking a highly motivated and experienced Operations Manager (OM) to lead project teams supporting the Enterprise Contract Logistics Services (ECLS) contract. As an Operations Manager, you will be individually designated as key personnel, responsible for all aspects of team and task delivery to our customer, AFLCMC/C3IML. This role requires a dynamic leader who can manage the day-to-day execution of individual projects, ensuring the schedule, performance, and risk are managed effectively to meet all contract requirements and achieve complete customer satisfaction. The Operations Manager reports directly to the Site Manager/Program Manager (SM/PM) and is pivotal to the success of both long- and short-term projects.

Responsibilities

Project Leadership:
  • Manage the day-to-day execution of assigned projects, including all participating teammates, ensuring work performance is strictly in accordance with the Performance Work Statement (PWS).

Customer Engagement:
  • Serve as the primary project liaison, maintaining effective and open dialogue with the customer regarding all aspects of project status, deliverables, and performance.

Performance Management:
  • Manage project schedule, performance, and risk to ensure all individual project requirements are met and customer satisfaction is achieved. Track internal and Government-directed metrics and performance measures.

Team Supervision:
  • Provide direct supervision, leadership, and mentorship for employees in Customer Support, Document Control, and Technical Sustainment Analyst (TSA) roles.

Reporting and Communication:
  • Provide comprehensive Monthly Status Reports (MSRs) to the SM/PM. Keep the SM/PM consistently informed of all task-related, personnel, and administrative issues.

Deliverable and Task Management:
  • Assure the timely and accurate delivery of all Task Order (TO) deliverables. Prepare task revisions and coordinate TO modifications and completions with the SM/PM.

Stakeholder Satisfaction:
  • Maintain open dialogue with the SM/PM to ensure both customer and employee satisfaction are consistently maintained at the highest level.
  • Oversee the Customer Support team's management of critical logistics functions within the Automated Logistics Management Support System (ALMSS), including Mission Capable (MICAP) tracking, transaction Rejects, Reverse Posts, and Web Supply Discrepancy Reporting (WebSDR).
  • Direct the Document Control team to ensure the accurate and compliant management of the physical and digital audit trail for all logistics transactions, in accordance with Air Force Records Information Management System (AFRIMS) standards.
  • Guide the Technical Sustainment Analyst (TSA) team in performing asset and inventory management, detailed supply chain operations, and technical analysis of equipment inventories.
  • Foster a collaborative and high-performance team environment.


Qualifications

  • High School diploma or equivalent.
  • Proven experience in project management, preferably in a Department of Defense (DoD) contracting environment.
  • Demonstrated experience in a leadership or supervisory role, with the ability to manage and mentor a diverse team.
  • In-depth knowledge of logistics, supply chain management, and property accountability principles and procedures.
  • Familiarity with USAF supply and ordering processes and automated logistics systems, particularly ALMSS.
  • Excellent interpersonal and communication skills, with a proven ability to engage effectively with government customers, senior management, and technical teams.
  • Active SECRET security clearance or the ability to obtain one.

Preferred Qualifications:
  • Associate or Bachelor's degree in Logistics, Business Management, or a related field.
  • Direct experience working on the Enterprise Contract Logistics Services (ECLS) contract.
  • Project Management Professional (PMP) certification.
  • Hands-on experience with logistics and property systems such as Defense Property Accountability System (DPAS), WebSDR, and AFRIMS.
  • Prior experience serving in a "Key Personnel" role on a government contract.
