Duties

As an DATA ANALYTICS SPECIALIST, GS-0301-12, you will provide technical advice on all aspects of data analytics; administer and coordinate a complex data analytics portfolio including Army and Air National Guard and highly technical special projects; create, prepare, design, test, validate and deploy superior quality, compelling insightful and timely delivered data visualization solutions from various sources, which are automated and sustainable; research, design, develop and manage the content, and features data analytic applications; use data analytic and business intelligent tools to develop custom workflows, other applications and to process numerous additional data analytics and management tasks; communicate and coordinate with content managers to ensure content conforms to Section 508, DoD, DFAS Site Office standards and policy, analytical visualizations, and content best practices; utilize expertise in interpreting, developing, and applying appropriate data to generate usable products that enable leaders to make informed decisions about the enterprise related to business processes, management, and efficiencies; conduct studies, identify trends, risks, and themes based on the data and information; counsels and advises others including Federal staff, and recipients to accomplish the program goals; identify areas for new content based on the needs of key business stakeholders for the purpose of accelerating decision time and increasing accountability; perform qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of National Guard programs (examples include Comptroller, Logistics, Real Property, Maintenance, and Human Resources); apply appropriate program evaluation and measurement in order to prepare project papers and staff reports and provides briefings to JFHQ leaders, Staff personnel, unit/wing leaders, and respective program managers; provide technical guidance in the development and review of policy and procedural issuances from the Department, the agency, and Operational Directorates related to data analysis; review and comment on proposed changes in rules or regulations, conduct special studies, and prepare position papers and special reports; respond to letters, memos, phone calls, emails, etc. with recipient and Federal staff; may have limited leader responsibilities; perform other duties as assigned.

  • You may be required to successfully complete a 1- or 2- year probation/trail period to assess performance, conduct, agency needs, public interest, and efficiency. Employment ends unless certified in writing that it advances the agencies interest.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must be able to obtain and maintain a Secret Security Clearance.
Qualifications

Minimum Requirements: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPERIENCE : Must have at least 12 months as a GS-11 or equivalent experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

Substitution of Education for Specialized Experience: For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
