Summary:

Goldbelt Apex is seeking a highly qualified Data Governance Lead to serve as the principal authority for data governance across a complex federal initiative. This role is responsible for developing and overseeing governance artifacts, ensuring adherence to federal standards and best practices, defining stewardship responsibilities, and providing advisory support to project teams. The Data Governance Lead will guide the establishment and maintenance of governance processes, promote data accountability, and facilitate alignment with regulatory and compliance requirements throughout the performance period.

Responsibilities

Essential Job Functions:
  • Develop, maintain, and enforce data governance policies, standards, processes, and frameworks to support organizational objectives and regulatory compliance.
  • Define roles, responsibilities, and accountability structures for data stewardship, ownership, and custodianship across teams.
  • Advise embedded and cross-functional teams on governance inputs, metadata standards, data quality practices, and compliance considerations.
  • Oversee the creation and validation of governance-related deliverables, including policies, procedures, stewardship guidelines, and compliance documentation.
  • Facilitate collaboration with stakeholders to identify governance needs, resolve issues, and promote consistent application of governance principles.
  • Monitor governance performance through defined metrics and KPIs; identify gaps and recommend improvements.
  • Ensure alignment with applicable federal regulations, privacy standards (e.g., HIPAA), and security policies.
  • Support risk management related to data governance, including identification and mitigation of compliance and quality risks.
  • Provide mentorship and guidance to project teams on governance best practices and integration into operational workflows.

Qualifications

Necessary Skills and Knowledge:
  • In-depth understanding of data governance frameworks, stewardship models, and metadata management practices.
  • Strong ability to develop policies, standards, and processes that ensure data accuracy, accessibility, and compliance.
  • Excellent facilitation and advisory skills for engaging stakeholders and resolving governance challenges.
  • Analytical proficiency to assess data-related risks and recommend mitigation strategies.
  • Clear written and verbal communication for documenting governance artifacts and briefing leadership.

Minimum Qualifications:
  • Bachelor's degree in Information Management, Data Science, Information Technology, Business Administration, or a related field.
  • Certified Data Management Professional (CDMP) certification or equivalent recognized credential in data governance (preferred at time of hire; required within first year if not held).
  • 10-12 years of progressive experience in data governance, data management, or related fields, including at least 5 years leading governance programs or initiatives in federal, healthcare, or regulated environments.
  • Demonstrated success establishing governance frameworks, defining stewardship roles, and ensuring compliance with federal standards and privacy regulations.
  • Proven ability to advise teams, develop governance artifacts, and drive adoption of governance practices across distributed organizations.
  • Active Secret security clearance (or eligibility) at the level required for federal access.

Preferred Qualifications:
  • Experience with federal data governance strategies, interoperability standards, or health IT environments.
  • Familiarity with DAMA-DMBOK principles or similar industry frameworks.
  • Prior supervisory or advisory experience in multi-team federal contract settings.
  • Knowledge of data quality monitoring, metadata standards, and compliance auditing processes.


Salary Range: $148,472.00 - $178,823.00 annually
