Duties

  • Provides technical housing expertise and assistance to garrison Commander/Manager and other installation staff in representing Department of the Army (DA), Army Command, and garrison objectives.
  • Oversees the preparation/management of the General Flag Officer Quarters (GFOQ) Six Year Plans and quarterly cost reports of privatized GFOQs.
  • Responsible for broad management functions in support of the operations and utilization of the housing management programs, including Housing Services and Residential Communities Initiative (RCI)
  • Responsible for oversight of budgeting and execution in support of installation housing programs.
  • Develop garrison policies for all aspects of housing programs.
  • Oversees adherence to the compliance of the RCI transaction documents and the Community Development Management Plan (CDMP).

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position may require after hours call-back for emergencies.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position is an inclement weather essential position and the incumbent is expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions.

Qualified candidates for the Housing Manager position must have one year of specialized experience at the GS-11 grade level. For this position, there is no substitution of education for specialized experience.

SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes Assist with planning, coordinating, and administering housing programs such as Residential Communities Initiative (RCI), and Housing Services Office (HSO) operations. Experience conducting inspections to ensure habitability and compliance with policies and standards. Analyzing program data to prepare reports and briefings. Supporting housing program budgeting and resource management to improve efficiency and effectiveness.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
