Specialized Experience: One year of specialized experience which includes 1) Apply regulations associated with Foreign Military Sales (FMS) accounting and reporting systems; 2) Provide budget information to the assigned area and to other financial managers; 3) Analyze expense reports to ensure charges are authorized; AND 4) Determine the corrective action required through reconciliation of financial records. This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

- Serve as an advisor with responsibility for directing the accomplishment of funding for prescribed programs.
- Produce financial reports to submit for management approval.
- Analyze and evaluate financial policies, systems, and proposed system changes that impact current operations.
- Develop strategies to resolve financial problems affecting the organization's financial systems.
- Provide technical advice to management of financial operations and make recommendations for corrective action.
Conditions of employment
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Must be able to obtain and maintain a secret security clearance.
- Percentage of time to be spent TDY is up to 25%.
- This is a Temporary position intended to last four years.
- This is a Financial Management Level 2 Certified position. The incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

Time-limited promotions may be extended up to maximum of five (5) years. Time-limited reassignments and changes to lower grade may exceed five (5) years, however return rights may be impacted. Position may be made permanent without further competition.
- Return rights to permanent position are not automatic and are subject to approval from the losing organization. If return rights are not agreed upon, the employee will not be placed in the temporary promotion or detail. If an employee is not granted administrative rights, the employee may still elect to be placed however, they become subject to the time limited action and will not return to their permanent position.
