Opportunity:
Mastodon Design (a wholly owned subsidiary of CACI International Inc.) is looking for a full time Senior Program Manager to join our team. Mastodon delivers products to the military community focused on signal exploitation, communications devices, and radio systems. In this role you will lead a team of program managers creating proposals as well as managing contractual, technical and schedule performance for DoD contracts.
For pre-award work, this position will support the sales team to develop and coordinate RFI and proposal responses to include corporate management reviews, customer facing product demonstrations and requisite meetings.
For post-sale work, this position will be responsible for managing scope, schedule, and cost of contracts. This will require management of and coordination with multidisciplinary teams, including remote personnel, in a matrix organization to support oversight, management and reporting to corporate leadership.
This position reports directly into senior management and is located onsite in Rochester, NY.

Level Description: • Typically manages a small to mid-size sub-function for a program or a large project. • Own the execution of strategy and the operational direction of the sub-function or project • Problems faced may be difficult to moderately complex • Influences others outside of own program or project regarding policies, practices and procedures • Responsible for ongoing performance of the program or project after production Organizational Impact: • Head of a small to mid-size sub-function for a program. Establishes and implements tactical and operational plans for the sub-function, with significant impact on the achievement of the program. Focus is on mid to long-term strategies (e.g., 2-5 years) to achieve business results, which may require substantial development of new processes, standards or operational plans to achieve strategies. -OR- • Head of a large project. Focus is on short to mid-term strategies (e.g., 1-2 years) to achieve business results. Conducts extensive investigation to understand the root cause of problems. Problems are difficult and moderately complex. Problems typically impact multiple departments or specialties. Problems are typically solved through drawing from prior experience and analysis of issues. • Establishes or executes on critical design concepts, criteria, and engineering efforts for product research, development, integration and test across whole program or projects. Communication & Influence: • Communicates with parties within and outside of own project/program, and typically has responsibilities for communicating with parties external to the organization, which may include customers or vendors. • Requires ability to influence others outside of own job area on policies, practices and procedures Leadership & Talent Management: • Typically manages a small to mid-size sub-function for a program or a large project. These typically include multiple teams led by directors, managers and/or supervisors. May also lead through influence of other teams/departments. Typically, responsible for creating workforce and staffing plans for program/project to ensure availability of human capital necessary to accomplish business results. Knowledge & Experience: • Requires broad management and leadership knowledge to lead multiple job areas. Typically has mastery level knowledge and skills within a specific technical or professional discipline with broad understanding of other areas within the program/project. • Typically has a University Degree (BA/BS) or equivalent experience and minimum 10 years related work experience. Responsibilities:
- Lead a team of program managers to create winning proposals and efficient program execution
- Create clear and attainable project objectives, build project requirements, and manage constraints of cost, schedule, scope, and quality
- Manage internal relationships between a cross functional team spanning from sales, engineering, operations, procurement, quality, finance, and product line management to ensure success of program
- Maintain relationship and coordinate with the COR and Government PM, keeping them informed of relevant contract related information especially risks and issues and the associated resolution plans and status.
- Ensure production schedules are met in coordination with operations and system resources are used effectively
- Coordinate resolution of customer related issues
- Ensure proper relationships are established between customers, teaming partners, and vendors to facilitate the delivery of information technology services.
- Schedule and manage all major program reviews both internally and externally
Qualifications:
Required:
- Bachelor's, or higher, in Business, Financial, Management, or Engineering discipline.
- A minimum of 10 years' related experience of which at least 5 years' experience managing DOD/Government contract programs
- Demonstrated experience presenting to customer and internal management
- Proficient in Microsoft Project, Excel, Word, and PowerPoint
- Proficient at coordinating and managing proposals including technical and cost volumes
Desired:
- Prior experience in or knowledge of Electronic Warfare systems and/or military radios
- Demonstrated experience managing IDIQ programs with multiple active task orders using various contract types
- Demonstrated experience managing programs delivering complex radio solutions
- PMP certification
- Prior experience with engineering design process
- Prior experience in engineering and operations with RF related DoD products
- Active TS/SCI security clearance
