Support the Naval Information Warfare Center Atlantic (NIWC Atlantic) Research, Development, Test & Evaluation (RDT&E) network by leading configuration management and quality control processes across the system lifecycle.
The Configuration Manager / Quality Control Specialist is responsible for ensuring technical documentation, configuration items, and contract deliverables meet DoD standards, contractual requirements, and quality assurance expectations. This role oversees configuration control processes, validates lifecycle documentation, and ensures all deliverables are client-ready, compliant, and audit-ready.

Monitors the quality of products. Performs inspections to meet the standard set by the program(S) or company. Recommend corrective actions in order to ensure products meet required specifications. The Configuration Manager / Quality Control Specialist is responsible for ensuring technical documentation, configuration items, and contract deliverables meet DoD standards, contractual requirements, and quality assurance expectations. - Manage and validate technical documentation across all phases of the project lifecycle, including.
- Requirements analysis.
- Design.
- Development.
- Testing (verification and validation).
- Implementation and execution.
- Oversee configuration management activities within JIRA, including:
- Engineering Change Requests (ECRs).
- Document Change Requests (DCRs).
- Configuration Items (CIs).
- Ensure all configuration items and documentation changes follow established DoD standards, internal quality control procedures, and contractual requirements.
- Conduct quality reviews of technical documents and lifecycle artifacts to ensure accuracy, completeness, and compliance.
- Coordinate closely with system engineers, supervisors, peer groups, and government stakeholders to review, validate, and maintain documentation in accordance with DoD policies and procedures.
- Lead and mentor quality control and documentation personnel as required; support recruiting, onboarding, and retention efforts.
- Ensure all contract deliverables are accurate, compliant, client-ready, and submitted on schedule.
- Support internal and external audits by maintaining traceability, configuration control integrity, and documentation readiness.
- Maintain all qualifications required under DoD 8570/8140 and the Cybersecurity Workforce (CSWF) framework as applicable.
Qualifications
- Active Top Secret clearance.
- DoD 8570 IAT Level II certification (Security+ CE or equivalent).
- 10+ years of experience supporting quality control, configuration management, or documentation in a DoD environment.
- Experience managing configuration control processes (ECRs, DCRs, CIs).
- Strong understanding of lifecycle documentation and validation/verification processes.
- Experience ensuring contract deliverables meet compliance and quality standards.
- Strong written and verbal communication skills.
- Ability to work independently and interface with government stakeholders.
