The Opportunity:
Make an impact where it matters most. As a CACI Mission and Engineering Solutions SAG-U Operational Cultural Advisor, you will serve as a trusted advisor embedded with SAG-U Headquarters at Clay Kaserne in Wiesbaden, Germany, with travel throughout the EUCOM theater as mission requirements dictate across both OCONUS and CONUS locations.

In this role, you will directly support senior leadership and play a vital part in strengthening relationships and operational coordination with the Armed Forces of Ukraine (AFU). When deployed forward to Kyiv, Ukraine, you will work alongside the SOK Director, supporting the SAG-U Deputy Commanding General for Operations (DCG-O) in a high-visibility mission environment. While in garrison in Germany, you will continue to provide strategic cultural expertise, operational insight, and key engagement support to SAG-U leadership and staff.

This is a unique opportunity for a seasoned professional with deep regional understanding, military experience, and strong advisory skills to contribute directly to mission success in one of today's most dynamic operational environments.

Responsibilities:

Provide expert advisory support as an Operational Cultural Advisor, enabling the SAG-U command and staff to develop and sustain critical relationships with the Armed Forces of Ukraine (AFU). Support requirements may fluctuate across mission locations in Ukraine, Poland, and Germany, based on evolving operational needs and available resources.

Coordinate and schedule meetings, engagements, and discussions with AFU personnel as directed by the Government Site Lead (GSL), ensuring all coordination products, records of engagement, and follow-on documentation are completed in support of mission objectives.

Assist with the logistical coordination of meetings and engagements, including preparing invitation letters and emails, arranging meeting locations, facilitating communications, and supporting all mission-enabling administrative requirements as directed by the GSL.

Provide informed recommendations and feasibility assessments on SAG-U authored planning options, operational concepts, and advise-and-assist strategies to support leadership decision-making and mission planning.

Support the SAG-U staff in identifying operational challenges, critical friction points, and mission risks related to ongoing plans and strategic efforts.

Serve as an interpreter and translator during interactions with Ukrainian personnel, translating both verbal engagements and written documents between Ukrainian and English, and when possible, Russian and English, at the direction of the GSL.

Maintain a consolidated and current contact roster of AFU and other Ukrainian government personnel engaged in support of mission coordination, ensuring all records remain on Government-approved systems and are handled as official Government records.

Develop and provide After-Action Reports (AARs) to SAG-U J2 and J3 leadership following engagements and exchanges with AFU partners, including observations and analytical insight related to Russian ground and air tactics, techniques, and procedures (TTPs) observed during the ongoing conflict.

Contribute reports and insights for inclusion in official Partner Engagement Reports, submitting all input through the GSL for review and incorporation into official command reporting.

Prepare and deliver written memorandums, presentations, desk-side briefings, and information papers that provide timely operational observations, cultural analysis, and mission recommendations as required.

Provide direct cultural advisory support during key leader engagements involving Ukrainian counterparts and SAG-U leadership.

Qualifications:

Required:

A Bachelor's degree from a U.S. accredited college or university with a minimum of ten (10) years of relevant experience.

A current U.S. TOP SECRET clearance with fully adjudicated SCI eligibility.

A minimum of eight (8) years of experience supporting the U.S. Armed Forces, including experience in a deployed combat environment, or equivalent operational experience.

Demonstrated experience working with or in support of the Armed Forces of Ukraine (AFU), the Government of Ukraine, or a recognized Ukrainian academic institution.

Comprehensive understanding of U.S. Joint military organizational structures, including air, land, and maritime operations, military systems, operational orders, and doctrinal principles.

Strong knowledge of Russian tactics and strategy, including drone warfare, intelligence collection capabilities, and operational employment.

Understanding of AFU operational strategy and tactics, including unmanned systems employment, logistics, and medical support capabilities.

Familiarity with U.S., NATO, and partner nation-provided military equipment and weapons systems currently employed or expected to be employed by the AFU.

Ability and willingness to work overtime as mission requirements dictate and travel within Europe on as little as 8 hours' notice and worldwide within 48 hours' notice.

Certification that neither the contractor nor proposed personnel have been subject to adverse contractual, disciplinary, or administrative action by the U.S. Government within the past three (3) years.

Professional proficiency in Ukrainian language equivalent to DLPT 3+/3+/3+ or higher; Russian language proficiency at DLPT 3/3/3 or higher is highly preferred.

Foreign Area Officer (FAO) experience is highly desired.

Must not be at risk under the Ukrainian Mobilization Law.

This position is contingent on funding and may not be filled immediately. However, this position is representative of positions within CACI that are consistently available. Individuals who apply may also be considered for other positions at CACI.
