Specialized Experience: One year of specialized experience which includes.1) Providing subject matter expertise in the development, integration, and execution of the Program Objective Memorandum (POM) within the Department of War's Planning, Programming, Budgeting, and Execution (PPBE) framework; AND 2) Leading or managing integrated or operational product teams responsible for analyzing and aligning programs and resources across the Future Years Defense Program (FYDP); AND 3) Analyzing complex programmatic and financial data to develop strategic recommendations and presenting those findings to senior military (O-6+) or equivalent senior civilian leaders.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
Additional information
- Directs the formulation and defense of the command's multi-year Program Objective Memorandum (POM).
- Analyzes higher-level budget decisions to direct command-wide program and funding realignments.
- Supervises a team of resource analysts in developing and executing program strategies.
- Advises senior commanders and directors on resourcing strategies and program trade-offs.
- Analyzes complex program shortfalls to develop and recommend resource trade-off solutions.
- Conducts in-depth program evaluations to identify and resolve critical resource deficiencies.
- Translates strategic guidance and operational needs into justified resource requirements for the PO
- Assesses program submissions to determine their direct impact on mission capability and readiness.
Conditions of employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- This position is subject to a pre-employment urinalysis screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- May require TDY travel up to 30 days CONUS and OCONUS up to 20% of the time.
- This is a Financial Management Level 3 Certified position designated in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Appointment to this position is subject to a one-year supervisory probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
