Job Overview

The Personnel Assistant (Employment) II provides manpower management and personnel support services to the NIWC Atlantic Manpower Management Office. This position serves as a clerical expert responsible for independently processing complex personnel and manpower-related actions, with a primary focus on Billet Identification Number (BIN) management and system reconciliation across multiple manpower IT systems.

The role requires extensive knowledge of personnel processes, data accuracy standards, and federal manpower reporting systems, as well as the ability to meet strict performance timelines in a high-visibility government environment.

Responsibilities

Manpower Management Support

  • Process Billet Identification Numbers (BINs) within the Total Force Manpower Management System (TFMMS) or like system.
  • Reconcile BIN data across TFMMS, TWMS, Defense Civilian Personnel Data Reports, and related systems to ensure accuracy and data integrity.
  • Submit manpower change requests daily in accordance with contract performance standards.
  • Assign BINs within 24 hours, but no later than 48 hours, upon receipt of action from the personnel action tracker tool.
  • Conduct daily reconciliation and adjudication of BIN discrepancies.
  • Support timely completion of manpower-related data calls within required suspense timelines.
  • Provide administrative and manpower support for Mass Realignment and Mass Reorganization efforts.

Personnel and Administrative Support
  • Independently process complex personnel actions including temporary employment, rehires, dismissals, and related employment actions.
  • Assist with pre-employment requirements such as drug screening coordination and new hire orientation support, as applicable.
  • Respond to routine policy and procedural inquiries related to employment and manpower matters.
  • Compile, evaluate, and consolidate data from multiple sources under short deadlines.
  • Generate reports related to employment statistics, turnover, and other workforce metrics.
  • Provide guidance to lower-level Personnel Assistants when required.
  • Maintain accurate records and ensure compliance with applicable regulations and internal procedures.

Performance Standards

The Personnel Assistant (Employment) II shall meet the following performance metrics:
  • Assign BINs within 24 hours (not to exceed 48 hours) of receipt.
  • Process BINs and submit manpower change requests daily.
  • Conduct daily reconciliation of BIN data and resolve discrepancies promptly.
  • Ensure all manpower data calls are completed accurately and within required timeframes.

Knowledge, Skills, and Abilities

  • Extensive knowledge of personnel processing procedures and federal manpower systems.
  • Experience working in TFMMS, TWMS, and related personnel or manpower management systems preferred.
  • Ability to independently process complex personnel actions with minimal supervision.
  • Strong analytical skills to reconcile data across multiple systems.
  • Ability to evaluate and consolidate information from various sources under tight deadlines.
  • Proficiency in multiple office software applications (e.g., Microsoft Office Suite).
  • Strong written and verbal communication skills.
  • Ability to handle sensitive information with discretion and professionalism.

Job Requirements

Mandatory
  • High school diploma or equivalent Government Equivalency Diploma (GED).
  • Minimum of three (3) years of experience in a clerical or HR administrative position, with experience in complex personnel processes.
  • Demonstrated ability to work effectively in Microsoft Excel, Outlook, PowerPoint and Word.
  • Excellent telephone etiquette, verbal and written communication skills.
  • Ability to positively interact and develop rapport with employees, management, vendors or customers in a professional and courteous manner in diversified situations.
  • Mature judgment and ability to work with minimal supervision.
  • U.S. Citizenship.
  • Secret clearance eligibility and access required.
  • Ability to pass a pre-hire background and drug screen.
  • Valid driver's license with an acceptable driving record.
  • Ability to lift up to 50 pounds on occasion.


Preferred
  • Professional training or certification in Human Resource Management.
  • Experience in Microsoft SharePoint.
