Job Overview

The Technical Writer III provides security and emergency management documentation support to NIWC Atlantic Security and Emergency Management leadership. This position is responsible for independently developing, reviewing, maintaining, and updating comprehensive security and continuity documentation, including Continuity of Operations (COOP) plans and related materials, to ensure operational resilience and regulatory compliance.

The role requires advanced technical writing expertise, strong analytical capability, and knowledge of federal security, continuity, and Risk Management Framework requirements within a classified government environment.

Responsibilities

Security & Emergency Management Documentation Support
  • Develop, write, edit, and maintain security and emergency management support documentation, including COOP and related continuity plans.
    • Create standardized templates with comprehensive directions for use to ensure consistent documentation across NIWC Atlantic.
    • Ensure templates and documentation are developed using Government-designated tools and made available to authorized personnel.
    • Review existing documentation to ensure essential functions, resources, and procedures are accurately captured and prioritized.
    • Conduct Business Impact Analyses (BIAs) for designated organizational units to identify and prioritize essential functions.
    • Collaborate with the NIWC Atlantic Security Manager, Emergency Manager, and Subject Matter Experts (SMEs) to gather information and validate plan content.
    • Ensure documentation incorporates secure activation and notification procedures, essential function prioritization, delegation of authority, order of succession, Alternate Operating Location (AOL) utilization, vital records protection, system recovery, personnel security considerations, communications planning, and testing/exercise schedules.
    • Align documentation with NIST SP 800-53 security controls, Risk Management Framework (RMF) requirements, DoDI 8510.10, FEMA Federal Continuity Directives, and applicable Department of the Navy guidance.
    • Incorporate lessons learned from exercises, audits, incidents, and assessments into updated documentation.
    • Provide ad hoc documentation updates in response to significant organizational, operational, or threat landscape changes.

Documentation Review & Maintenance
  • Implement and support a cyclical review and update process for all security and emergency management documentation.
    • Review documentation against current organizational charts, essential function lists, and operating procedures.
    • Conduct interviews with leadership and SMEs to identify gaps or required updates.
    • Ensure all contact information, emergency procedures, and resource allocations are accurate and current.
    • Maintain version control and documentation records in accordance with Government standards.
    • Edit, standardize, and revise documentation prepared by others to ensure clarity, conciseness, and compliance with formatting standards.

Performance Standards

The Technical Writer III shall meet the following performance metrics:
  • Documentation must be comprehensive, clear, accurate, and reflective of the current operational environment and organizational structure.
    • Documentation must be appropriately marked and secured in accordance with applicable DoD and Department of the Navy policy.
    • Documentation must comply with federal regulations, NAVWAR and NIWC Atlantic guidance, and industry best practices.
    • Documentation must align to support RMF inherited controls and DoN implementation of DoDI 8510.10.
    • Deliver required reports in accordance with CDRL A007 - Admin Reports, General (PWS 3.3.4.2(e)).
    • Deliver documentation in accordance with Government-designated timelines and emergent requirements.

Job Requirements

Mandatory
  • Top Secret clearance eligibility and access required.
  • Work is performed under general supervision; deliverables are subject to Government technical review and approval.
Preferred
  • Advanced technical writing and editing proficiency.
  • Knowledge of federal security and continuity frameworks, including RMF and NIST standards.
  • Familiarity with FEMA continuity directives and federal emergency management guidance.
  • Ability to conduct Business Impact Analyses and synthesize complex regulatory requirements.
  • Ability to organize technical information in a clear, concise, and logically structured format.
    Strong analytical and problem-solving skills.
    Proficiency in Microsoft Office Suite and documentation management tools.
    Strong written and verbal communication skills.
    Ability to handle classified and sensitive information with discretion and professionalism.
