Modern Technology Solutions, Inc. (MTSI) is seeking a Foreign Military Sales (FMS) / Engineering Program Specialist (Mid Level) within the Department of Defense (DoD), specifically U.S. Space Force/Space Systems Command (SSC)/SYD88/NX. You will play a crucial role in supporting day-to-day program execution and coordination activities within the SYD88/NX MUOS narrowband satellite communications program. You will support the FMS/Engineering Program Specialist manager and balance their time spending 75% supporting FMS tasks and 25% supporting Engineering tasks. This position will be in the San Diego, CA area.

The pay range for this position in is $100,000/year to $142,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location. Note: The following duties/responsibilities are in support of FMS tasks (75% FTE):
- Provide program management support to the FMS Lead and Project Team under general supervision and using discretion and independent judgement.
- Support the FMS Lead and Project Team in day-to-day program execution and coordination activities.
- Analyze program requirements and coordinate with internal and external stakeholders to develop and maintain program documentation, including:
- Program plans, schedules, briefings and reports;
- Correspondence and contract or contact modifications;
- Technical instructions, procedures, and related materials;
- Coordinate, schedule, and participate in internal and external stakeholder meetings;
- Prepare and distribute meeting agendas, briefing materials, minutes, and action-item trackers;
- Track and follow up on action items to ensure timely resolution and communication;
- Maintain distribution lists for multiple internal and external stakeholder groups, including U.S. Government and international agencies; and
- Maintain and manage content on the FMS Intelink site, ensuring accuracy and compliance.
Note: The following duties/responsibilities are in support of Engineering tasks (25% FTE):
- Provide program management support to the Chief Engineer, Deputy Chief Engineer, and Engineering Group under general supervision and using discretion and independent judgement.
- Prepare and distribute meeting agendas, briefing materials, minutes, and action-item trackers.
- Track and follow up on action items to ensure timely resolution and communication.
- Maintain distribution lists for multiple internal and external stakeholder groups, including U.S. Government and international agencies.
Qualifications Required:
- Minimum of 5 years of relevant work experience is required for this position.
- Excellent analytical and problem-solving skills.
- Strong communication and interpersonal skills.
- Ability to work independently and as part of a team.
Qualifications Desired:
- Familiarity with quality assurance and testing processes.
- Knowledge of industry standards and best practices for requirements management.
Education Requirements:
- Bachelor's degree in Management, Business, Systems Engineering, or related field is required for this position.
Security Clearance Requirements:
- An active DoD Secret clearance is required to start in this position.
- An active Top Secret/SCI clearance, Desired.
- U.S. Citizenship is required for this position.
Travel Requirements:
- Travel for this position is up to 15%, depending on program workload.
