Duties

- Plans, organizes, and directs activities of the Requirements, Plans, and Development (RPD) section. Focuses on modernizing specialized SERE support for operations through advanced education, training capabilities, and product development.

- Advises on SERE training policies and oversees related studies. Provides advice on formulating broad specialized SERE education and training policies for the PRA and leads studies that impact customer and JPRA mission requirements.

- Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Supervision/Management" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge and understanding of operational SERE tactics, techniques, and procedures; PR or joint tactics, techniques, and procedures that support tasks to locate, communicate, support, recover, and reintegrate; and national-level capabilities in support of PR operations. Knowledge of the organization, roles, and functions of the JCS, CCMD, Services, USSOCOM, CSA, and the interagency community; as well as customers' unit personnel, capabilities, and their tactics, techniques, and procedures. Knowledge of program and project management principles, concepts, and methodologies. Knowledge of learning theory and performance improvement concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply educational theories and principles to project design, development, execution, and advisory services. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge and understanding of operational SERE tactics, techniques, and procedures; PR or joint tactics,techniques, and procedures that support tasks to locate, communicate, support, recover, and reintegrate; andnational-level capabilities in support of PR operations.

2. Knowledge of the organization, roles, and functions of the JCS, CCMD, Services, USSOCOM, CSA, and theinteragency community; as well as customers' unit personnel, capabilities, and their tactics, techniques, andprocedures.

3. Knowledge of program and project management principles, concepts, and methodologies. Knowledge of learningtheory and performance improvement concepts, principles, practices, standards, methods, techniques, materials, andequipment to effectively apply educational theories and principles to project design, development, execution, andadvisory services.

4. Skill to research, analyze, and synthesize complex code of conduct-related intelligence, research, training, andoperational outcomes into finished products and policy documents.

5. Skill in managing a small staff and meet mission objectives; collaborate professionally with peers, management,subordinates, contractors, and other agencies; resolve difficult problems and situations.

6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, while maintaining tact; and prepare professional-level documents, studies, and decision briefs.

CONDITIONS OF EMPLOYMENT CONTINUED:

Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL INFORMATION:
This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
