Duties

Performs a broad range of safety and occupational health duties in one or more of the areas of the Flight Safety program.

Plans investigations and analyzes mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings.

Prepares supplements to regulations and manuals and develops specialized local regulations defining mishap prevention, handling, and storage procedures based on interpretation and/or adaptation of higher command instructions and policies formulated by other federal government agencies.

Reviews and recommends modification to airfield waivers (utilizing manual and automated techniques) and specifications for new construction, major alterations, and/or airfield changes and monitors project through completion to ensure compliance with flight safety standards and requirements.

Develops and provides technical safety training/instruction to supervisors, employees, and/or unit flight safety representatives on a wide range of operations and maintenance areas, such as risk assessments, hazard identification, mishap prevention guidance, privileged mishap report handling/briefing, preserving evidence, and investigative procedures.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include knowledge of managing safety or occupational health program elements, developing and recommending safety and occupational health policy to higher levels of management, comprehensive knowledge of the body of laws, instructions, policies, standards, procedures, methods, and techniques applicable to a broad range of flight safety requirements, developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards, analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards, inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your transcripts

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of established flight safety principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation flight safety program.
  • Knowledge of the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures.
  • Knowledge of risk assessment methods and techniques for evaluation of flight safety and safety of flight risks.
  • Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and questions.
  • Knowledge of basic flight safety standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards.
  • Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions.

  • The following is highly desired:
    • Knowledge of F-16C/D and F-16CM/DM aircraft components, aircraft systems, troubleshooting, technical orders/ directives, ground handling, and flight operations.
    • Knowledge of standard training techniques, methods, and materials sufficient to develop and present training and instructional sessions. Must have experience developing and providing technical safety training/instruction to supervisors, employees, unit safety representatives, and USAF Flight Safety Officers in a wide range of operations and maintenance areas to include risk assessment, hazard identification, mishap prevention guidance, use of privileged information handling/briefing, preservation of evidence, and investigative procedures.
    • Knowledge on the conduct of Flight mishap investigations to include authoring and critiquing reports associated with those investigations. Coordinating mishap recommendations with outside agencies to include: System Program Offices, Depot Maintenance Facilities, Major Commands, and Numbered Air Forces.
    • Knowledge of the airfield waivers (manual and automated) systems and specifications for new construction, major alterations, and/or airfield alterations and possess the ability to monitor project through completion to ensure compliance with flight safety standards. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed airfield modifications or facilities. Knowledge of basic airfield construction standards, methods, practices, techniques, materials, and equipment to detem1ine compliance with instructions and standards.

    PHYSICAL DEMANDS: Work requires regular and recurring physical exertion related to frequent onsite airfield and aircraft inspections and investigations requiring considerable standing, walking, climbing, bending, crouching, and stretching, reaching, or similar movements. Occasionally, there may be a need to lift and carry moderately heavy objects. The work may require some degree of agility and dexterity when it involves investigating mishap sites or on aircraft mishaps.

    WORK ENVIRONMENT: Work involves regular and recurring exposure to explosives items, hazards, unpleasantness, and discomforts such as moving machine parts, shielded radiation sources, irritant chemicals, acid fumes, physical stresses, high noise levels, composite materials, and adverse weather conditions. Protective equipment and clothing may be needed, including eye protection, appropriate safety shoes, ear muffs or plugs, goggles, respirators, and gloves.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
