Systems Engineer II / Product Owner (KMI Program Support)
Position Overview
SITEC Consulting is seeking a Systems Engineer II / Product Owner to support a fast-paced DoD program environment focused on secure system development, integration, and operational support. This role combines systems engineering responsibilities with product ownership duties, ensuring development efforts align with functional requirements, operational needs, and mission objectives.
The selected candidate will work closely with development teams, stakeholders, and international partners to manage code development activities, review user stories, support Help Desk resolution efforts, and coordinate implementation activities throughout the system lifecycle.
Key Responsibilities
Product Ownership & Development Oversight
Serve as Product Owner supporting code development activities and ensuring delivery aligns with functional requirements.
Review user stories and manage backlog priorities to support development teams.
Monitor progress to ensure work completion meets program needs and timelines.
Coordinate Help Desk resolutions related to KMI systems and support operational issue resolution.
Collaborate with domestic and international partners during pre- and post-implementation phases.
Systems Engineering Support
Manage system requirements and derived requirements to ensure compatibility with defined architectures (DoDAF, SOA, etc.).
Assist with development of system engineering documentation including:
System Engineering Plans (SEP)
Requirements Specifications
Interface Control Documents (ICDs)
Initial Capabilities Documents
Support development and allocation of system and functional requirements across hardware, software, personnel, and facilities.
Participate in Integrated Product Teams (IPTs) to design and implement new capabilities.
Contribute to system architecture development, interface design, and technical solution analysis.
Support Configuration Control Boards (CCB), design reviews, and program reviews through cross-discipline coordination.
Assist with risk identification, analysis, and mitigation planning in accordance with approved risk management processes.
Technical Integration & Lifecycle Support
Participate in system verification planning and requirements traceability activities.
Support development of concepts of operation (CONOPS), operational scenarios, and end-to-end system flow analysis.
Maintain technical integrity of system baselines across development, deployment, and operations.
Support system integration activities across multiple teams to ensure complete interface coverage.
Provide technical direction for development, integration, and testing of complex systems.
Support DoD Certification & Accreditation (C&A) processes and related documentation efforts.
Architecture & Documentation
Implement system architectures using applicable DoDAF standards including:
Operational View
Systems & Services View
Technical Standards View
Develop and maintain interface control documentation and shared repositories.
Review engineering documentation to ensure accuracy, completeness, and alignment with system requirements.
Required Qualifications
Fourteen (14) years of experience as a Systems Engineer supporting programs/contracts of similar scope and complexity.
Bachelor’s degree in Systems Engineering, Computer Science, Information Systems, Engineering, or related discipline.
Substitution:
Five (5) additional years of directly related Systems Engineering experience may substitute for degree.
Strong understanding of:
Systems engineering lifecycle processes
Requirements development and management
System integration and technical baseline management
Risk management and technical assessments
Experience supporting development teams within structured engineering or Agile environments.
Ability to work effectively in a fast-paced environment supporting mission-critical systems.
Preferred Qualifications
Experience serving as a Product Owner or similar role supporting software development teams.
Experience with Jira and Confluence.
Experience coordinating with external or international stakeholders.
Familiarity with KMI or secure key management environments.
Experience supporting Help Desk or operational support functions within engineering programs.
