Duties

  • Provides guidance and leadership to ensure the proper functioning of comprehensive USCENTCOM Communication Integration and Public Affairs Programs, support the USCENTCOM mission, objectives of the USCENTCOM Commander, and the Department of Defense public affairs goals, directives, and policies.
  • Exercises supervisory personnel management responsibilities.
  • Represents USCENTCOM communication integration and public affairs in a variety of installation and local governmental, public, civic, service, industry, educational, and media organizations and outreach programs.
  • Serves as the CCCI Reserve Force and Individual Mobilization Augmentee (IMA) manager overseeing administrative and operational employment of personnel.

    • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

    • Work may require occasional travel away from normal duty locations in CONUS or OCONUS using military or commercial means of transportation.
    • Performs periodic, weekly 24-hour alert duty as the public affairs on-call representative to answer news media and other inquiries after duty hours.
    • In the event of hostilities and or deployment, may be the USCENTCOM public affairs point of contact for news media representatives in a forward operating location.
    • The incumbent may be required to work other than normal duty hours, which may include evenings, weekends, or holidays.
    • Must obtain and maintain a Top Secret/SCI security clearance. Has access to sensitive and classified information and a Local Area Network (LAN) classified up to and including TOP SECRET.
    • Safeguards classified or sensitive related information and or files. Ensures security procedures and regulations are strictly adhered to in the processing of classified materials.
    • This position is designated as a Testing Designated Position {TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from use of illegal (CONT)
    • (CONT) drugs and if requested, submit to urinalysis testing. Selectee must sign a statement acknowledging the position occupied as a Testing Designated Position.
    • This is a supervisory position, a 1 year probationary period may be required.
    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 1035 series.

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes 1. Possess expert knowledge of all facets of communication integration and public affairs concepts, principles, policies, practices, and external media relations as they apply to representing a joint military organization and the component commands within that organization. Knowledge of communication theory in all its methods, practices, techniques and applications. 2. Expert knowledge of written and oral communication principles, methods and techniques as they apply to record documentation, press releases and publication writing. Ability to articulate clearly and comprehensively the goals, objectives, intentions and missions of an organization as it operates within a continuum of responsibilities. 3. Ability to orally present information in a logical, clear and concise manner to audiences of differing levels of comprehension. Knowledge of civilian media organizations and operations and news gathering and reporting procedures. 4. Ability to adapt to ever-evolving traditional media and social media formats and practices. Ability to interpret statistical distribution of media representation of events, organization, and individuals as it relates to public opinion and arrive at valid conclusions with meaning recommendations. 5. Skill in supervising individuals and groups to optimize productivity, cooperation, and achievement of common goals and objectives. Skill in working with people to maintain effective working relationships with groups interested in or affected by public affairs programs or policies. 6. Skill in identifying trends, opportunities and obstacles as they pertain to public affairs and the fulfilment of a desired public image. Ability to design, develop, implement and manage programs that facilitate the identification, organization, and distribution of requirements across a broad spectrum of organizations and their respective staffs.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1.     PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
