Duties

  • Serves as project officer for special events, visits, tours, meetings, ceremonies, and other events conducted by the Command.
  • Implements general officer administrative support, ceremonial and protocol policy and procedural guidance for the Commander, Vice Commander, Director of Staff, Command Chief Master Sergeant, and other applicable personnel concerning proper protocol requirements for visiting dignitaries, military ceremonies, conferences, official meetings, briefings, etc.
  • Manages the distinguished visitors (DV) lodging program for HQ ACC and Langley AFB.
  • Prepares presentations, briefings, and special projects. Works independently on projects and uses own judgment in deciding between alternatives.
  • Alternate custodian of Official Representation Funds (ORF) and Special Morale and Welfare Funds (SM&W). Alternate approval official of the HQ ORF IMPAC Card program.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

  • May be required to work other than normal duty hours and tour of duty such as overtime, weekends, call back, uncommon tour of duty, holidays, etc.
  • May be required to carry a cell phone or similar device.
  • May be required to travel TDY as directed by management, sometimes on short notice, traveling by military or commercial aircraft or by any other designated means.
  • Knowledge gained in an Air Force protocol office is highly desirable.
  • Must be able to obtain and maintain Secret security clearance.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes (1) working with concepts, principals, and techniques to establish, implement, and maintain a proactive protocol program requiring extensive knowledge of military traditions and skill in working with high level military and civilian officials; (2) applying analytical and evaluation methods and techniques to issues or studies concerning the efficiency and effectiveness of the program; (3) working with pertinent laws, regulations, policies, and precedents and local guidelines which affect the protocol program and related support resources in the area studied; (4) working with the major issues, program goals and objectives, work processes and administrative operations of the protocol program.

EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of and ability to successfully apply international, national, DoD and agency policy, practices and procedures
    to organize and oversee protocol events and advise others on the appropriateness of event preparations.
  • Knowledge of and ability to successfully apply a wide variety of support functions to plan and support a protocol event
    such as billeting arrangements, transportation, publicity, mess support, etc.
  • Detailed knowledge and thorough understanding of regulations and procedures affecting Official Representation Funds
    (ORF) and Special Morale and Welfare (SM&W) fands and skill in applying basic resource, budget and funds managemnent.
  • Extensive knowledge of military protocol and etiquette.
  • Skill in planning, organizing, presenting and evaluating a wide variety of protocol events. Skill in presenting clear oral presentations in a business-like manner and legible written communication.
  • Ability to establish and maintain effective working relationships with diverse groups. Ability to input and extract data using a keyboard in such programs as Word, Excel and Power Point.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
