Duties

  • Provides input for needed airspace to ensure flight test and training requirements.
  • Provides functional guidance to staff assigned to the unit in the performance of flight scheduling activities including the use of Center Ops On-Line (COOL).
  • Plans the work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, gives consideration of the difficulty and requirements of assignments, and the capabilities of employees
  • Resolves conflicts concerning test and training utilization

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series 0301 .

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include coordinating and managing flight test operations within a multi-agency environment. This includes serving as a primary liaison between military test groups, overseeing scheduling, mission requirements, resource allocation, and training to ensure the maximum efficiency and effectiveness of flight test operations.

IDEAL CANDIDATE: You will oversee current operations scheduling, mission requirements, and available resources to ensure the efficiency and effectiveness of 704 TG flight test operations in order to develop new and exciting capabilities for our Nation. Desired experience includes 5 years scheduling experience (USAF Ops or MX preferred), 3 years of experience in Squadron or Host Aviation Resource Management or similar, and 2 years of experience daily coordination across agencies/organizations deconflicting scare resources

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Ability to supervise military and civilian employees.
  • Knowledge and ability in developing, achieving, and maintaining long- and short-term goals and objectives.
  • Ability to interpret and apply regulations, directives, and instructions and effectively communicate guidance based on proper interpretation of the same.
  • Knowledge of the air/ground scheduling and execution procedures, criteria, requirements, technology, and practices to assist in establishing and operating scheduling and execution programs.
  • Knowledge and ability to operated automated flight scheduling programs.
  • Knowledge of special use and FAA controlled airspace and ranges.
  • Knowledge of analytical methods of determining effective use of limited resources to optimize test and training opportunities.
  • Ability in oral and written communication in order to prepare detailed, well organized, and complete written analysis and reports, schedules, and briefings.
  • Ability to maintain harmonious relations with managers, supervisors, subordinates, co-workers and others, to ensure cooperative resolution of conflicts, and to provide effective coordination of activities.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
