Position Overview:

ANSER is seeking an International Program Analyst to provide support to the Director for International Cooperation within the Office of the Deputy Assistant Secretary of Defense for Chemical, Biological, Radiological, and Nuclear Defense (ODASD(CBRND)). In this role, you will support CBRND international efforts aligned to DoD, Office of the Assistant Secretary of Defense for Nuclear Deterrence, Chemical, and Biological Defense, Policy and Programs, and Chem/Bio Defense Program (CBDP) priorities, goals, and objectives. You will also help support and streamline communication of CBDP International Program efforts across the CBDP.

This position requires onsite support at the Mark Center in Alexandria, VA.

Day to Day Responsibilities:
  • Provide technical and administrative support to facilitate government oversight, coordination, and integration of CBRND initiatives involving international partners, including preparation of briefings, read-aheads, talking points, presentations, and action plans.
  • Support ODASD(CBRND) leadership at interagency and international engagements, including conferences, professional meetings, and seminars.
  • Serve as a subject matter expert (SME) in relevant policy, cultural, current affairs, international project management, ITAR, FMS, and foreign disclosure matters affecting CBDP's international partners.
  • Ensure compliance with Foreign Disclosure and ITAR processes, including drafting exemption requests and managing related documentation.
  • Develop, implement, and maintain the ND-CBD International Engagement Strategy, including metrics-based action plans, implementation guidance, and oversight mechanisms to monitor international cooperation.
  • Coordinate and oversee international agreements, including MOUs, MOAs, Project Agreements, Equipment and Material Transfers, and FMS cases; draft agreements and provide analysis on appropriate agreement mechanisms.
  • Maintain oversight of the CBR MOU portfolio, coordinating with CBDP components and international partners and supporting recurring executive and program officer engagements.
  • Manage and maintain the ODASD(CBRND) international engagement calendar, including staffing of activities and processing Foreign Visit Requests, Country and Theater Clearances.
  • Coordinate all aspects of domestic and international travel, including country clearances, visa/passport applications, travel vouchers, and management of the office travel budget.
  • Support development of new and existing international partnerships, working with the International Program Director to advance CBDP's International Strategy and related initiatives.

Required Qualifications:
  • Active TOP SECRET/SCI clearance.
  • B.S. in a related field and 10 years of experience working with bi-lateral or multi-lateral engagements.
  • Recent experience with international engagements, agreements, and treaties.
  • Experience facilitating O-6/GS-15 level meetings.
  • Experience engaging SES/GO/FO level personnel.
  • Experience coordinating and building relationships with international partners.
  • Familiarity with chemical and biological defense subject matter.
  • Experience with the MS365 Suite, including Teams and SharePoint.
  • Able to travel and attend meetings within the National Capitol Region as well as potential travel within and outside the continental United States.
  • Must be capable of travelling internationally ~10% annually (Usually 1 week at a time).

Preferred Qualifications:
  • Prior experience with the oversight or management of international engagements within the CBDP.
  • Pentagon Action officer experience.
  • Knowledge of the foreign disclosure process.
  • Knowledge or experience drafting and coordinating the development of bi-lateral and multi-lateral engagements.
  • International Relations experience in areas regarding the Chemical and Biological Defense program or CBR MOU engagements.
  • Experience working Foreign Military Sales (FMS).
  • Experience working with the United Kingdom.
