The Red Gate Group is seeking an experienced Program Analyst to support the Defense Intelligence Agency (DIA) Chief Information Officer In this role you will serve as a Program Analyst supporting the Cost Recovery function within the Requirements and Mission Support Team (CIO-5C) of the Defense Intelligence Agency's Integrated Planning and Audit Division. This position is responsible for budget execution, cost recovery, invoicing, and financial management for IT services provided by DIA CIO to external organizations.
Responsibilities:
Qualifications:
• Active TS/SCI (CI Poly Preferred)
• 8 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years
• Master's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education OR Bachelor's degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education AND an additional 5 years of related senior experience (for a total of 13 years), as a substitute to the Master's degree

Responsibilities:
- Evaluate annual costs and refine cost/pricing models for DoDIIS and COE services
- Generate planning estimates, calculate annual price increases, and provide accurate service costs for IT services delivered to Non-DIA-Funded (NDF) customers
- Support the development and management of support agreements to enable all incoming and outgoing Military Interdepartmental Purchase Requests (MIPRs)
- Create invoices and process MIPRs in Service Central's Customer Service Management (CSM) module
- Process transferred funds between DIA CIO and other organizations
- Perform quality control for Operations & Maintenance (O&M) Invoices to ensure accuracy prior to submission
- Automate Cost Recovery & Invoicing workflow processes to improve efficiency
- Identify opportunities for process improvement in cost recovery operations
- Maintain accurate financial records and documentation

Travel Requirements:
- Travel will be required within Washington National Capital Region (NCR) on an as-needed basis for customer or corporate requirements.
Level of Responsibility:
- Work includes the exercise of discretion and independent judgment concerning matters of administrative/operational needs.
Level of Supervision Required:
- The supervisor sets the overall objectives and resources available. The employee plans and carries out the assignment resolves most of the conflicts, coordinates work with others and interpret policy on own initiative. The employee keeps the supervisor informed of progress, potentially controversial matters, or far-reaching implications.
Work Environment:
- This job operates in a professional office environment. This role routinely uses standard office equipment such as computers and phones.
- While performing the duties of this job, the employee is regularly required to communicate within a team environment.
- Ability to type, sitting or standing, to complete work functions for hours at a time; ability to move between sitting, standing and walking on a frequent basis.
- This is a full-time position, requiring 40 hours per week on site, Monday through Friday, within the contract hours of 6:00 a.m. to 6:00 p.m.
