The Red Gate Group is seeking a Requirements Project Manager to support the Defense Intelligence Agency (DIA) Chief Information Officer, Service Central Program Management Office (CIO-2). This Project Manager will manage requirements development and documentation efforts, coordinating with stakeholders to elicit, analyze, and track requirements throughout the system development lifecycle while ensuring alignment with DIA enterprise IT initiatives.

• Active TS/SCI (CI Poly Preferred)
• Bachelor's degree in Information Technology, Computer Science, Systems Engineering, Business Administration, or a related discipline from a college or university accredited by an agency recognized by the U.S. Department of Education
• Minimum 5 years of experience in IT project management, requirements management, or business analysis with at least a portion of experience must be within the last 2 years
• Demonstrated experience managing requirements development activities for IT systems or enterprise platforms

The Red Gate Group is seeking a Requirements Project Manager to support the Defense Intelligence Agency (DIA) Chief Information Officer, Service Central Program Management Office (CIO-2). This Project Manager will manage requirements development and documentation efforts, coordinating with stakeholders to elicit, analyze, and track requirements throughout the system development lifecycle while ensuring alignment with DIA enterprise IT initiatives.
Responsibilities:
- Manage requirements development projects and coordinate requirements engineering activities across multiple IT initiatives
- Facilitate requirements elicitation sessions with Government stakeholders, end users, and technical teams to capture functional and non-functional requirements
- Develop and maintain Requirements Traceability Matrices (RTMs) to ensure requirements are tracked from elicitation through implementation and testing
- Create and manage project plans, schedules, and milestones for requirements development efforts
- Coordinate with systems engineers, developers, and testers to ensure requirements are clearly understood and properly implemented
- Analyze and decompose high-level business requirements into detailed technical specifications
- Lead requirements review sessions and facilitate stakeholder sign-off on requirements documentation
- Manage requirements changes through formal change control processes, assessing impacts to scope, schedule, and budget
- Track and report requirements status, issues, and risks to program management and Government leadership
- Collaborate with Quality Assurance teams to develop test cases and acceptance criteria derived from documented requirements
- Support Agile/Scrum processes including backlog grooming, user story development, and sprint planning
- Maintain requirements repositories and documentation in accordance with DIA configuration management standards
- Coordinate with ServiceNow implementation teams to translate business requirements into platform configurations
- Prepare requirements briefings and documentation for senior Government stakeholders
- Identify process improvement opportunities to enhance requirements management efficiency and quality

Travel Requirements:
- Travel will be required within Washington National Capital Region (NCR) on an as-needed basis for customer or corporate requirements.
Level of Responsibility:
- Work includes the exercise of discretion and independent judgment concerning matters of administrative/operational needs.
Level of Supervision Required:
- The supervisor sets the overall objectives and resources available. The employee plans and carries out the assignment resolves most of the conflicts, coordinates work with others and interpret policy on own initiative. The employee keeps the supervisor informed of progress, potentially controversial matters, or far-reaching implications.
Work Environment:
- This job operates in a professional office environment. This role routinely uses standard office equipment such as computers and phones.

- Ability to type, sitting or standing, to complete work functions for hours at a time; ability to move between sitting, standing and walking on a frequent basis.
- This is a full-time position, requiring 40 hours per week on site, Monday through Friday, within the contract hours of 6:00 a.m. to 6:00 p.m.
