Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Telecommunications Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Education
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

Experience
General Experience (for GS-5 positions): Experience that provided a basic knowledge of telecommunications functions, problems, and/or solutions.
Ideal Candidate:
1. Knowledge of a wide range of telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements; and of operational and performance characteristics of telecommunications to develop procedures/policies/practices for local use.
2. Knowledge of performance characteristic telecommunications equipment, systems, services, and transmission media to evaluate new devices, proposals, and approaches.
3. Knowledge of national level policies and regulations pertaining to spectrum management.
4. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service.
5. Ability to analyze a variety of unusual telecommunications conditions, problems, questions, or conditions associated with major telecommunications systems (e.g., systems compatibility, satellite linkages, and radio systems).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- Performs duties to obtain frequency assignments through command level to national level agencies by the development and submission of frequency proposals in the Standard Frequency Action Format (SFAF) using standard Joint Spectrum Center (JSC) software such as Spectrum XXI.
- Serves as spectrum representative for the Installation Spectrum Management Office/DoD Gulf Area Frequency Coordinator (GAFC).
- Performs technical review, evaluation, validation, and coordination.
- Assists with the technical and administrative functions of the DoD GAFC Office and performs planning, evaluates, and coordinates actions within the GAFC's area of responsibility (AOR) pertaining to frequency management.
- Directs/assist with Radio Interference Resolution.
