Duties

DUTIES:
  • Reviews Government/Commercial Bills of Lading. Inspects shipments for any discrepancies to classified or general cargo.
  • Ensures all commercial freight bills received from carriers are documented and input into Cargo Movement Operations System (CMOS) according to established procedures.
  • Receives Reports of Shipments (REPSHIPS) from originating shipping activities for classified, hazardous, and other special handling cargo destined for Holloman AFB.
  • Receives and processes the tracer and exception lists submitted from base supply and other agencies. Uses CMOS to run queries on shipments as part of tracing procedures.
  • Identifies freight found by the Air Force Government Cargo Recovery Effort Program (GOCARE) or the carrier by comparing stock numbers, invoice numbers, and item numbers contained in CMOS.

  • Work may require occasional travel away from normal duty station.
  • Must be able to obtain and maintain a Secret security clearance.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions, Freight Rate Series 2131.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of standard Department of Defense (DoD) and Air Force Regulations, policies and instructions, and publications relating to the movement of freight in order to affect shipment of commodities. Knowledge of cargo movement rules, regulations, and procedures to effect shipments.

EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of transcripts. Practical knowledge of shipment and receipt operations for the movement and routing of freight.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of Cargo Movement Operations System (CMOS) general capabilities and its application to moving Air Force Freight by surface transportation.
  • Knowledge of Military Standard Transportation and Movement Procedures (MILSTAMP) for moving cargo within the Defense Transportation System.
  • Knowledge of Department of Defense organizations responsible for setting surface freight policies.
  • Ability to read new directives or computerized procedures and incorporate them into current operations.
  • Knowledge of Air Force and Department of Defense regulations pertaining to shipment discrepancy reporting and claims submission.
  • Ability to communicate orally and prepare written correspondence using word processing software. Sufficient typing skills to enter data into computer database and prepare correspondence.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
