Overview
Modern Technology Solutions, Inc. (MTSI) is seeking a Sr Ground System Engineer with deep expertise in ACAT-like classified space control ground and command-and-control (C2) systems. This position directly supports a U.S. Space Force (USSF) program office responsible for developing, integrating, testing, and transitioning advanced ground architectures that enable responsive, resilient, and secure space control mission capabilities. Work will be performed in a secure government environment supporting highly sensitive programs across space, ground, and mission management domains.

The pay range for this position in California is $170,000/year to $220,000/year; however, base pay offered may vary depending on established government contract wages, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location. Roles and Responsibilities
- Serve as the technical expert on ACAT-like space control ground and C2 systems, including architecture development, system design, and integration activities.
- Develop, review, and refine DoDAF architecture views, interface diagrams, and end-to-end ground segment architectures supporting space control mission needs.
- Lead the development, evaluation, and documentation of the program's Information Support Plans (ISPs) and related architectural products.
- Provide expert guidance on system requirements, performance modeling, and ground segment functional analysis to ensure alignment with program objectives.
- Evaluate system engineering artifacts from contractors, including requirements specifications, design reviews, ICDs, verification plans, and test documentation.
- Conduct trade studies assessing architecture alternatives, technology maturity, interoperability, and sustainment considerations for mission ground systems.
- Provide highly knowledgeable insight into DoD Information Assurance (IA) and cybersecurity design, testing, certification, and accreditation requirements.
- Support government decision-making by identifying impacts to cost, schedule, and system performance across ground system development and integration efforts.
- Coordinate with operations, security, test, software, network, and mission management teams to ensure technical consistency across all ground and C2 segments.
- Develop briefings, technical analyses, and decision-quality products for senior acquisition, engineering, and operational leadership.
- Represent the program office at government, military, contractor, and FFRDC technical meetings regarding ground and C2 capabilities.
Qualifications
- Expert-level knowledge of ACAT-like, highly classified ground and C2 systems supporting space control missions.
- Demonstrated experience developing and documenting DoDAF architecture views and program-level Information Support Plans.
- Deep knowledge of DoD Information Assurance, to include secure architecture design, cyber assessment, testing, certification, and accreditation.
- Ability to evaluate system-level architecture tradeoffs, identify technical risks, and support strategic engineering decision-making.
- Experience supporting DoD or Intelligence Community program offices within SAPF/SCIF environments.
- Strong written and verbal communication skills, capable of clearly presenting technical findings to senior government officials.
Desired Requirements
- Prior experience as a SETA, advisor, or lead systems engineer supporting highly classified ground system development programs.
- Experience with ACAT I/II-like programs and advanced technology development efforts.
- Familiarity with DoD acquisition documentation, SOW/PWS development, risk management processes, and engineering technical review frameworks.
- Understanding of integrated space-ground-cyber architecture development and mission assurance principles.
Education Requirements
- MA/MS degree required.
- Tradeoff: A Bachelor's degree is acceptable with 12+ years of directly relevant experience in similar roles or programs.
- The Materiel Leader may waive the MA/MS requirement based on experience and mission needs.
- Degree should be in engineering, computer science, physics, or a related technical discipline from an accredited institution.
Clearance Requirements
- Active TS/SCI eligibility required; must be willing to work in SAP environments.
- Must maintain TS/SCI eligibility and be willing to undergo a Counter-Intelligence polygraph.
- U.S. Citizenship is required.
Location/Travel Requirements
- Full-time on-site support within secure government facilities (SAPF/SCIF).
- Travel approximately 15-20% within CONUS; some OCONUS travel may be required depending on mission needs.
