We are seeking an experienced Project Manager to lead complex Oracle database migration initiatives. The ideal candidate will bridge the gap between technical database teams and business stakeholders, ensuring the safe, secure, and timely migration of critical data assets. You will be responsible for planning, executing, and finalizing migration projects (e.g., Oracle to PostgreSQL, Oracle On-Prem to Cloud, and Oracle Version Upgrades) while minimizing downtime and business disruption.

Responsibilities

  • Project Planning & Strategy:
    • Define the project scope, goals, and deliverables in collaboration with senior management and stakeholders.
    • Develop detailed migration strategies (e.g., Big Bang vs. Phased approach) and contingency plans.
    • Create comprehensive project plans outlining the migration path, developing migration and upgrade templates in ServiceNow, creating standard operating procedures, Technical Specification Documents, Version Description Documents Firewall Rules, data replication, testing, and cutover schedules.
    • Conduct resource capacity planning to ensure DBA, Center Application, Linux, Storage, and infrastructure teams are aligned.
  • Execution & Technical Oversight:
    • Coordinate cross-functional teams (DBAs, Network Engineers, App Developers) to execute migration tasks.
    • Oversee the technical proof-of-concept (POC) and pilot phases to validate migration tools and performance.
    • Manage the remediation of technical deficiencies and code compatibility issues (e.g., PL/SQL conversion) prior to migration.
    • Ensure strict adherence to data integrity, security compliance (GDPR/HIPAA/FedRAMP), and performance benchmarks.
  • Risk Management & Communication:
    • Identify potential risks (e.g., data loss, extended downtime, application latency) and implement mitigation strategies.
    • Serve as the primary point of contact for all migration-related communications.
    • Facilitate regular status meetings and produce executive dashboards reporting on timeline, budget, and burn rate.
    • Manage "Go/No-Go" decision meetings for final cutover.
  • Post-Migration Support:
    • Manage the "hyper-care" period immediately following the cutover to address stability issues.
    • Coordinate the decommissioning of legacy hardware and databases.
    • Ensure comprehensive documentation (architecture diagrams, runbooks, lessons learned) is delivered to the operations team.

      Qualifications

      • Experience: 7+ years of IT Project Management experience, with at least 3 years dedicated to database migration or infrastructure modernization projects.
      • Technical Fluency: Strong understanding of Oracle Database architecture (RAC, Data Guard) and migration tools.
      • Methodology: Proven experience with Agile/Scrum and Waterfall methodologies.
      • Scale: Demonstrated ability to manage migrations involving multi-terabyte databases and high-transaction systems.
      • Education & Certifications:
        • Bachelor's Degree in Computer Science, Information Technology, or a related field.
        • PMP (Project Management Professional).
        • Scrum Master (CSM) certification is a plus.

      Desired Qualifications:
      • Familiarity with heterogeneous migrations (e.g., Oracle to PostgreSQL or SQL Server).
      • Previous hands-on experience as a DBA or Developer is a strong advantage.
      • Familiar with Microsoft office suite, especially MS Project.
      • The candidate must be a U.S. Citizen and or a green card holder and be able to obtain Public Trust clearance.
