Microsoft Power Platform & Dynamics 365 Environment (PPE) Lead
The Microsoft Power Platform & Dynamics 365 Environment (PPE) Lead serves as the senior technical advisor responsible for enterprise governance, architecture, security, and lifecycle management of the Joint Staff Power Platform and Dynamics 365 ecosystem. This role ensures scalable, secure, and compliant platform operations while delivering mission-critical business applications across directorates and external partners.
The PPE Lead drives platform standardization, environment optimization, data architecture modernization, and automation initiatives in support of operational priorities and enterprise digital transformation objectives within the Joint Staff and CDAO.
What you’ll be doing:
• Establish enterprise governance policies for Microsoft Power Platform and Dynamics 365, ensuring compliance, scalability, and alignment with organizational objectives
• Lead environment strategy, including default environment rationalization, production environment creation, and ongoing optimization of Production and Pre-Production Environments (PPE)
• Architect and modernize enterprise data solutions within Dataverse, including schema design, metadata management, and legacy system migrations
• Design and implement robust Application Lifecycle Management (ALM) frameworks using Power Pipelines and automated deployment processes
• Develop and maintain enterprise security architecture, including Dataverse role design, Azure AD static and dynamic group synchronization, and role-based access control (RBAC)
• Align entitlement management and licensing structures to security group architecture to ensure proper access governance and cost control
• Configure and manage enterprise connectors and integrations (e.g., Outlook for Dynamics, gateways, cross-platform integrations)
• Lead the design, development, and sustainment of mission-critical Power Apps (Canvas and Model-Driven), Power Automate workflows, and Dynamics 365 solutions
• Serve as the primary technical advisor to the JS CDAO stakeholders and governance bodies on platform capabilities, risks, and optimization strategies
• Drive innovation initiatives, including integration of AI-enabled capabilities within the Power Platform ecosystem
• Oversee user provisioning, environment access, and license management in coordination with enterprise IT and JS OCDAO stakeholders
• Support cross-organizational integration efforts, ensuring interoperability between Power Platform, SharePoint, and other enterprise systems
• Deliver executive-ready briefings and technical guidance, translating complex architecture and governance concepts into actionable insights for leadership
Required Qualifications
• 7+ years of experience leading enterprise Microsoft Power Platform and/or Dynamics 365 implementations
• Expert-level proficiency in Dataverse architecture, data modeling, security role design, and integration strategy
• Demonstrated experience designing governance frameworks and implementing ALM best practices
• Extensive hands-on development experience with Power Apps (Canvas and Model-Driven) and Power Automate
• Strong knowledge of Azure Active Directory, including dynamic groups, RBAC, and entitlement management
• Experience managing licensing, capacity planning, and connector configurations.
• Proven ability to lead complex technical initiatives from architecture through production sustainment
• Exceptional written and verbal communication skills suitable for senior-level engagement
Preferred Qualifications
• Experience within the Department of Defense or large federal enterprise environments
• Familiarity with enterprise compliance, cybersecurity, and information assurance requirements
• Experience integrating AI capabilities within Microsoft enterprise platforms
