Job Overview
The program is seeking an IT Program Manager (Cloud-Based Command and Control Systems) to support government efforts to design, develop, and deploy cloud-based Command and Control (C2) capabilities utilizing Government Off-the-Shelf (GOTS) software solutions. This position will provide day-to-day program management and technical coordination in support of secure, scalable, and compliant cloud-based C2 systems.
This position will serve as a technical and programmatic leader undertaking complex initiatives requiring coordination across government stakeholders, system integrators, cybersecurity teams, and cloud service providers. The candidate must be self-motivated, able to solve problems, and demonstrate a strong work ethic. The candidate must have the ability to collaborate and communicate effectively in a team environment, while also working independently to complete assigned tasking. Position location is TBD. Occasional travel may be required.

Responsibilities
Essential Duties & Job Functions:
- Plan, execute, and oversee IT programs supporting cloud-based Command and Control (C2) systems utilizing GOTS software.
- Management of program schedules, milestones, deliverables, and risk mitigation strategies.
- Oversight of cloud-based C2 program execution to ensure delivery of secure, scalable, and interoperable solutions.
- Coordination of cybersecurity and compliance activities in accordance with RMF, NIST, FedRAMP, and agency-specific policies.
- Coordinate across multiple projects to ensure alignment with mission objectives, budget constraints, and timelines.
- Support the design and deployment of cloud-based architectures (IaaS, PaaS, SaaS) within government-approved environments.
- Coordinate system lifecycle activities including requirements definition, testing, deployment, and sustainment.
- Act as a liaison between government stakeholders, system integrators, cybersecurity teams, and cloud service providers.
- Prepare program documentation, reports, and briefings for senior government leadership.
- Ability to support security authorization activities (ATO) and continuous monitoring efforts.
- Ability to identification, tracking, and mitigation of program risks and issues.
- Ability to support acquisition and contracting activities related to cloud services and GOTS software solutions.
- Excellent oral and written communication skills.
Job Requirements
Mandatory
- Bachelor's degree in information technology, Computer Science, Engineering, or a related field is preferred; experience may be substituted for degree.
- Ten (10) years of relevant Intel/Information technologies experience.
- Recent experience supporting government IT programs.
- Demonstrated experience in IT program or project management.
- Working knowledge of cloud computing environments and federal cybersecurity requirements.
- Eligible for TS/SCI Security Clearance.
- US. Citizenship.
- Must be able to successfully complete a pre-employment background and drug test.
- Master's degree in a technical or management-related discipline.
- Program or project management certification (PMP or equivalent).
- Cloud platform certifications (AWS, Azure, or equivalent).
- Experience supporting Command and Control (C2) or mission-critical systems.
