The Opportunity:
The M&ES Line of Business Operations and Program Enablement Integrator provides end-to-end staffing and workforce execution support across the LoB, with primary responsibility for sourcing, onboarding, and processing advisory/support to programs and bids, as well as working LoB-level MCR reporting mechanisms. This role also serves as a contributing member of the Virtual PMO, providing hands on support to programs in the execution of their programs (e.g. process enablement, execution monitoring, and targeted surge support) to help teams meet customers, contract, and internal performance requirements. This role partners closely with Line leadership, Talent Acquisition, HR, subcontracting partners, and program teams to sustain a repeatable, scalable staffing system that supports mission delivery and growth.

Responsibilities:
Duties will include but are not limited to:
Program Staffing Support (Sourcing, Security, Onboarding)
- Work with Line leadership, Talent Acquisition (TA), HR, and subcontracting to build and maintain full-scope staffing systems across recruiting, onboarding, training, deployment, and retention.
- Provide direct MFS and staffing advisory support to programs; develop and refine best practices for staffing and sourcing across the Line of Business (LoB).
- Provide direct onboarding and security support to programs; develop and refine best practices for onboarding and security processing support across the LoB.
- Provide advisory support to programs with identified onboarding and security challenges.
- As required, provide SME support to bids requiring recruiting, vetting, onboarding, and security approaches.
MCR Management
- Organize and manage the LoB MCR tracker.
- Schedule, manage and conduct MCR Lites for the LoB.
- Create and update MCR Lite folder structures for gathering and placement of data.
Program Operations Support (Execution Monitoring & Support)
- Monitor and assist program execution activities across the LoB.
- Build, manage, and maintain the PM advancement, selection, and replacement process.
- Provide guidance and support to divisions and programs related to PX requirements and initiatives.
- Identify and support division-level activities requiring additional resources (e.g., Virtual PMO, LoB-baseline onboarding).
Coaching & Program Enablement
- Serve as a coach to program teams and leaders on staffing, onboarding, execution rhythms, and operational discipline; reinforce repeatable best practices and continuous improvement.
- Facilitate working sessions with programs to identify execution bottlenecks; develop practical action plans, templates, and playbooks to improve performance.
- Coach Program Managers and functional leads on planning, tracking, and reporting expectations (e.g., PM advancement/placement process, MCR data readiness, milestone management).
- Provide targeted coaching to new or at-risk programs to improve execution fundamentals, including onboarding readiness, security processing flow, staffing posture, and operating rhythms.
- Capture lessons learned across programs and codify them into LoB-standard guidance; conduct periodic knowledge-sharing sessions as needed.
Qualifications:
Required:
- Active Top Secret clearance; SCI eligibility.
- 10+ years of relevant experience in staffing operations, program operations, talent acquisition support, security processing support, or related DoD/IC mission support.
- Demonstrated ability to lead cross-functional coordination across Line leadership, TA/HR, subcontracting, and program teams.
- Experience building or operating repeatable staffing/onboarding/security processing workflows across multiple programs.
- Typically has a University Degree (BA/BS) or equivalent experience and 7+ years of related work.
- Strong written and verbal communication skills; able to translate ambiguous needs into clear processes and deliverables.
- Proficiency with common collaboration and tracking tools (e.g., SharePoint/Teams, Excel-based trackers, folders/data structures).
Desired:
- Prior experience supporting bid/capture teams with staffing, vetting, onboarding, and security approaches.
- Experience designing or improving metrics, trackers, and reporting (e.g., MCR trackers, dashboards, data visualization).
- Experience operating in a Line of Business / portfolio environment supporting multiple divisions and programs simultaneously.
- Background in program management, operations integration, or defense/intelligence mission support.
- Coaching certification.
