As a IT SPECIALIST (DATAMGT) TITLE 32, GS-2210-12, you will serve as the technical expert and project leader for database administration in the state. Administers multiple relational database management systems (RDBMS) and software packages residing on multiple hardware and software platforms. Incumbent performs duties with broad technical latitude.

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:
SPECIALIZED EXPERIENCE : GS-12 Level - MUST possess one year of specialized experience equivalent to at least the next lower grade, GS-11, in the Federal service in the normal line of progression for the occupation, IT SPECIALIST (DATAMGT), in the organization. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Examples of specialized experience would typically include, but are not limited to: approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Major Duties - This is NOT an all-inclusive list:
- Investigate the amount of storage space consumed, access time statistics, and frequency of use for a given multiple relational database management system.
- Review existing and anticipated future database systems including current automated systems, data shortcomings, data requirements of the organization.
- Recommend conversion to automated systems/databases where none currently exist or recommend modifications or workarounds.
- Develop and implement database management strategies for the backup and recovery of database information resulting from system operational and performance problems.
- Provide assistance, advice and guidance to organizational users, both in administrative and technical areas concerning the use of the multiple database management systems available.
- Coordinate with specialists and managers at higher levels to obtain information to interface with systems at those levels to facilitate the acquisition and exchange of database information.
- Serve as the state's data management representative at meetings and seminars both at the local and national level.
- Provide interpretations of limited and/or conflicting regulations and guidance concerning database management and coordinate with appropriate personnel concerning the resolution of problem areas encountered.
- Coordinate studies and plans with organization managers as well as administrative and technical personnel at all levels.
- Accomplish all contract administration functions related to data management contracts including the review and signature of appropriate payment documents.
- Ensure that a contractors' progress complies with contract terms, provisions, and compliance with specifications.
- Manage contracts with private computer firms concerning data system application studies.
- Use software-engineering techniques and design new applications that enhance existing systems.
- Review and recommend operational procedures and software usage for the generation of alternate site file copy of essential agency data files for continuity of operations.
- Administer multiple relational database management systems and software packages residing on multiple hardware and software platforms.
- Serve as an organization's senior database representative at state and agency meetings and seminars designed to arrive at solutions to mutual database application problems encountered.

- Must complete appropriate training and obtain required certifications IAW DoDI 8140 or DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Technician Level within 9 months of employment pending training seat availability.
AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:
- The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
- The SECOND area of consideration will be all current Federal Employees.
- The THIRD area of consideration will be all Federal re-employment eligible.
- The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
- The FIFTH area of consideration will be U.S. Citizens.
