Description: Agile5 Technologies is seeking a specialized Mid-Level Business Analyst with a background in Industrial-Organizational Psychology to provide expert psychometric advice and technical support for the NGA Certification Program. This role is responsible for ensuring that GEOINT certifications are legally defensible, psychometrically sound, and compliant with NCCA accreditation standards. The ideal candidate will lead Subject Matter Experts (SMEs) through item development and standard-setting panels to build high-stakes examinations in accordance with DoD Manual 3305.10.
Business Analyst Job Duties:
  • Provide expert advice and recommendations regarding high-stakes certification development.
  • Support the development, maintenance, and sustainment of the NGA Certification Program in alignment with DoD Manual 3305.10.
  • Utilize academic and industry standards to develop, analyze, and modify certification examinations to achieve NCCA accreditation.
  • Recommend, defend, and justify provisional and operational cut scores for GEOINT assessments.
  • Continuously monitor certification performance at both the overall and item levels to ensure psychometric integrity.
  • Train and lead GEOINT Subject Matter Experts (SMEs) in writing test questions appropriate for specific proficiency levels.
  • Facilitate standard-setting panels to develop provisional cut scores and assist in pilot test planning and execution.
  • Analyze pilot test results and SME feedback to refine and develop operational assessments.
  • Draft technical reports detailing the industry-standard processes used in assessment development.
  • Support the development of formal accreditation packages for third-party review.
Security Clearance Requirements: Top Secret with SCI (TS/SCI) required. Candidates must already possess this clearance level upon applying.
Experience Requirements:
  • At least 36 months of demonstrated experience advising clients on ethical and legal standards/risks related to employee selection and psychometric assessment.
  • At least 36 months of demonstrated experience developing and maintaining compliance with third-party bodies (e.g., Institute for Credentialing Excellence or NCCA).
  • At least 36 months of demonstrated experience designing and constructing legally defensible test instruments.
  • Proven experience in SME training, Item Development workshop facilitation, and Standard-Setting Panel administration.
Education Requirements: Master's Degree in Industrial-Organizational Psychology, or a related field.
Desired Skills / Qualifications:
  • Deep understanding of psychometric theory and statistical analysis related to test performance.
  • Familiarity with the legal landscape of employee testing (e.g., Uniform Guidelines on Employee Selection Procedures).
  • Strong technical writing skills for drafting defensibility reports and accreditation documentation.
  • Ability to translate complex statistical findings into actionable recommendations for non-technical stakeholders.

Status : Full time

Schedule: Day shift, Monday-Friday

Physical Requirements: Must be able to remain in a stationary position for long durations of time. Also, must be able to continuously operate a computer and other office productivity machinery.
