Summary:

The Program Analyst supports the MNA Sustainment contract by analyzing program performance, system sustainment requirements, and operational processes that support maintenance functional and technical needs. This role focuses on requirements analysis, system sustainment support, workflow optimization, and coordination with technical and functional stakeholders to ensure effective operation, enhancement, and long-term viability of web-based and enterprise systems. The Program Analyst works closely with the integrated project team to assess system performance, identify risks and issues, and support continuous process improvement.

Responsibilities

Essential Job Functions:
  • Analyze functional and technical requirements to support sustainment, enhancement, and optimization of MNA systems and maintenance processes.
  • Support system design and sustainment activities by translating operational requirements into documented specifications, workflows, and impact analyses.
  • Collaborate with developers, engineers, and functional users to support system updates, defect resolution, and sustainment planning.
  • Conduct process analysis to identify inefficiencies, gaps, or risks and recommend improvements to workflows and system utilization.
  • Monitor program performance, milestones, and deliverables, track progress against sustainment objectives and contractual requirements.
  • Assist with troubleshooting and issue analysis by coordinating with technical teams to diagnose system or process-related problems.
  • Prepare and deliver written status reports, metrics, and analysis of assigned tasks, including risks, dependencies, and recommended actions.
  • Support testing, validation, and deployment activities by ensuring requirements traceability and alignment with operational needs.
  • Perform other duties as needed.

Qualifications

Necessary Skills and Knowledge:
  • Ability to assess and understand functional and technical requirements.
  • Strong ability to assess, analyze, and document functional and technical requirements.
  • Understanding of web-based systems, three-tier architectures, and system lifecycle support.
  • Analytical and problem-solving skills with strong attention to detail.
  • Ability to understand and follow Quality Assurance, Configuration Management, and documentation standards.
  • Excellent verbal and written communication skills, including the ability to convey technical information to non-technical audiences.
  • Proficiency in developing reports, analysis summaries, and program documentation.
  • Proficiency with common software tools including MS Office and web browsers.

Minimum Qualifications:
  • Bachelor's degree or experience in lieu of degree
  • Minimum 4-5 years of related experience in program evaluation/analysis
  • Experience supporting or coordinating with technical teams using tools such as:
    • Java-based applications and web services (functional understanding)
    • Application servers and databases (e.g., JBOSS, Tomcat, Oracle)
    • Unix/Linux operating systems
  • Ability to pass a National Agency Check (NAC) Investigation.
  • Must be a U.S. citizen.


Pay and Benefits

The salary range for this position is $110,000.00 to $112,000.00 annually.
