We are seeking an Assistant Program Manager for the Navy Conventional Prompt Strike (CPS) Program in the Regional Deterrence Capabilities Program Area. As the Assistant Program Manager, you will provide programmatic support as well as technical leadership and oversight to the various projects within the program. The program is organized by interrelated technical disciplines including Systems Engineering, Test and Evaluation, Flight Systems, and Launcher/Shipboard Integration. The most essential function is the ability to provide leadership oversight of the technical, schedule, and cost aspects of program activities and to prioritize tasking consistent with Sponsor needs.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development. As the CPS Assistant Program Manager, you will...
- Develop collaborative, trusted relationship with the CPS Navy Sponsor, associated Government entities and program partners.
- Interface directly with the Navy Sponsor to understand needs and recommend APL support to assist in overall technology maturation and weapon system development and deployment activities.
- Use insights gained from interaction with the Sponsor and other involved organizations to provide technical and programmatic feedback to the Sponsor.
- Inform Project Managers, task leads and technical staff on program status, technical and programmatic decisions, and Sponsor feedback.
- Serve as one of the primary technical thought leaders in formulating vision and executing tasking.
- Develop and maintain weapon system perspective of tasks being executed by APL and associated external organizations and advise Sponsor on resulting integrated capability.
- Organize APL activities and track progress. Continually refine APL tasking and schedule execution to best support Sponsor's needs.
- Assist with development of new task orders, work with line management to staff the program tasks, and interact with Sponsors.
- Recruit / assist project managers in recruiting technical support from across the APL enterprise to execute tasks.
- Track budget and schedule and conduct / complete tasks in accordance with available time and resources.
- Ensure program execution is consistent with Mission Area and Program Area vision and assist the Program Manager and Program Area Manager in developing future program plans.

Qualifications
You meet our minimum qualifications for the job if you...
- A Bachelor's degree in an engineering or relevant technical discipline.
- A minimum of 5 years relevant experience with weapons systems, Navy combatant platforms, and/or prototype development/certification.
- Experience managing complex projects and directing assigned staff.
- The organizational and communications skills needed to manage internal tasking with staff from across the APL enterprise, and to collaborate with external partners.
- The ability to support weekly travel in and around the National Capital Region, monthly travel within CONUS and ocassional travel OCONUS to support team meetings and/or test events.
- A willingness and ability to surge personal and team efforts to meet Sponsor needs.
- Hold an active Secret security clearance and can ultimately obtain TS/SCI level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

- A MS degree in a relevant technical discipline.
- 8 or more years of experience in missile weapons design, live fire testing, or ground testing.
- Familiarity with Navy Strategic Systems Programs culture.
- Experience with program elements through the full life cycle of a project, including proposal development, technical performance, schedule, cost, funding, resource allocation, risk management, staffing considerations, and quality management system guidelines.
- Experience working in a collaborative technology development environment with external organizations.
- Successful experience as an APL project manager, or equivalent.
