Duties

The primary purpose of this position is to serve as the Deputy Chief, Special Security Officer (SSO) for the 12th Air Force (Air Forces Southern), Director of Intelligence (12 AF (AFSOUTH)/A2), Davis-Monthan Air Force Base, United States Air Forces Southern (AFSOUTH), United States Southern Command's (USSOUTHCOM's) forward operating locations (FOLs), United States Strategic Command (USSTRATCOM) to include the 355th Fighter Wing, 55th Electronic Combat Group, 755th Operations Support Squadron (EC-130H COMPASS CALL), 563rd Rescue Group, 943rd Rescue Group (Reserve), 214th Reconnaissance Group (Arizona Air National Guard), 610th Command and Control Squadron (CACS) (Reserve), 429 Expeditionary Operations Squadron (EOS), 12 AF (AFSOUTH)/612th Air & Space Operations Center (AOC), and 612th Theater Operations Group (TOG).

DUTY 1: Serves as the Deputy Chief, Special Security Officer (SSO) for all organizations and tenant units assigned to Davis-Monthan Air Force Base.

DUTY 2: Administers the SCI Physical Security Program. Provides direction, review, and program oversight to the SCI Physical Security program as codified in the Director of National Security Directives, DoD Manuals, and Air Force Instructions. Provides SME level guidance during the design, construction, or modification of SCI Facilities.

DUTY 3: Administers the SCI Information Security Program. In accordance with applicable US Government, IC, DoD and USAF directives, provides oversight and direction for the Information Security Program.

DUTY 4: Manages the SCI Personnel Security Program. Reviews nomination packages for access to SCI and provides first tier eligibility determinations.

DUTY 5: Manages the SCI Industrial Security Program. Administers the industrial security program for defense contractors that require access to SCI in support of 12 AF (AFSOUTH), 612 AOC, and 612 TOG. Ensures proper security controls for the protection of classified information in accordance with DoD, Joint, USSOUTHCOM, USSTRATCOM, Air Force, and Headquarters (HQ) Air Combat Command (ACC) security directive, policies, and instructions.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of concepts, principles, and practices relative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Must maintain the absolute highest knowledge of existing and emerging methods, practices and technology employed by our Government and industry partners for the many disciplines require for protection of the nation's most sensitive classified information. Applies expert knowledge on existing policy, instructions, and directives and provides executive level interpretation of this guidance to develop plans and programs that meet or exceed the required standards while being able to articulate these needs to senior leaders. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a wide range of security specialties, concepts, principles, criteria, requirements, technology, and practices.
  • Knowledge of the intelligence enterprise to support and promote information sharing and strategies.
  • Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.
  • Skill in the use of analytical principles, practices, and techniques to review and evaluate security programs to meet mission requirements and improve the security program for the organization.
  • Ability to communicate orally and in writing, clearly, concisely, and accurately. Also the Ability to work in high pressure, multi-task environment to include evaluating personnel security standards and determine if program requirements are met.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

  • OTHER SIGNIFICANT FACTS CONT.
    • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
    • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
    • Department of Defense Security Fundamentals Professional Certification, Security Asset Protection Professional Certification, and Physical Security Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
    • This position is Emergency-Essential (E-E): The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any recall status.
    • This position is designated as a Key Position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
    • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
    • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. The incumbent is required to work long hours over extended periods of time, possibly months in duration. Incumbent is on mobility status and must maintain physical qualifications to deploy overseas and live under austere conditions. Gas mask, chemical warfare ensemble, and recall requirements are constant, as is recurring training. Exercises and readiness training are conducted often, at times with little or no advance notice. The work is demanding.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
