The Program Control Analyst (PCA) performs a variety of resource and acquisition management duties. PCAs focus specifically on resource planning, analysis, and execution of complex ground software acquisition programs that support development and operational activities. The PCA interacts with a multidisciplinary technical workforce within and across the NRO, as well as with development contractors, to accomplish all required duties.

Knowledge, Skills, and Abilities
- Knowledge of IC budgetary principles and procedures, and project management concepts and principles.
- Knowledge of, and ability to apply, acquisition management regulations, practices, policies, and procedures, including major system acquisition lifecycle resource planning, Acquisition Program Baseline development, and PMPs.
- Knowledge of, and ability to apply, cost analysis methodologies in a major system acquisition environment.
- Knowledge of quantitative analytical techniques to analyze data, develop models, and interpret results (e.g., descriptive statistics, trend analysis, learning curve theory, modeling and simulation).
- Knowledge of analytic techniques used to evaluate and resolve program data inconsistencies.
- Knowledge of, and ability to utilize, Earned Value Management (EVM) techniques.
- Advanced proficiency with Microsoft Office products and standard computer applications.
Tasks
- Review and consolidate program baseline and program spend plans at the Directorate and NRO levels.
- Conduct cross‑program analyses from the Program Office through Staff levels to determine impacts of program performance against plans, identify needed resources, evaluate trade‑offs among competing programs, and provide resource alternatives to executive managers.
- Draft, review for completeness, and recommend revisions to budget estimates and requirements for new and existing initiatives.
- Review and validate analyses used to develop and update current and future resource requirements for components or groups.
- Maintain SPO, Directorate, and/or NRO‑wide budget tracks at directorate, project, sub‑project, and MSA levels.
- Ensure coordination and completeness of budget estimates across SPOs and/or Directorates; assess funding impacts on program budgets and schedules; recommend resource solutions in alignment with NRO constraints.
- Conduct and review cross‑program analyses on program performance and progress; propose SPO, Directorate, and/or NRO‑wide sources for resource adjustments.
- Conduct final reviews of SPO, Directorate, and/or NRO submissions for budget exercises including IPBS, CBJB, and CJB. Resolve cross‑program discrepancies before executive review.
- Review data in NEXT, NRO FIRST (spend plan and requirement levels), and Intelligence Resource Information Systems for accuracy and completeness; reconcile FIRST data as needed.
- Identify and utilize existing methods to resolve data discrepancies, verify and validate data.
