The Opportunity:
The successful candidate will provide US Navy Supply and Logistics Subject Matter Expertise in support of the Naval Surface Warfare Center, Dahlgren Division, Surface Combat Systems Center (SCSC) at Wallops Island, Virginia. The SCSC supports Program Executive Officer, Integrated Warfare Systems (PEO IWS) in the following mission areas.
1) AEGIS and Ballistic Missile Defense (BMD) Lifetime Support Engineering, Training, In-Service Engineering, Interoperability Testing, Engineering Initiatives, and Technical Research & Development required to maintain and upgrade the AEGIS and BMD equipped fleet in war ready condition and fully capable of executing its mission.
2) Ship Self Defense System (SSDS) Lifetime Support Engineering, SSDS Revised: 10/23/2019 Training, SSDS In-Service Engineering, Interoperability Testing, Engineering Initiatives, and Technical Research & Development, and fleet operations as an integral part of the critical path to successful engineering development and integration of combat system upgrades in the Navy's aircraft carrier and amphibious shipbuilding programs and ship modernization initiatives. 3) SCSC Sensor Test Site support of PEO IWS 2, Above Water Sensors, for engineering development and combat system integration. 4) Wallops Island Engineering Test Center (WIETC) support of PEO IWS 2 for element testing and integration with the AEGIS system.

Responsibilities:
- Warehouse operations, transportation, procurement support, spare and repair parts management, hazardous material management, general equipment property management, depot level repairable management, database management of the Relational Supply system and Navy Enterprise
- Resource Planning (ERP), and preventive maintenance checks of eye wash stations, acid storage lockers, and flammable storage lockers. Using US Navy Supply System to provide support to include receiving, processing, and reporting the status of requisitions, requisition maintenance, managing inventories, storing material, and issuing material.
- Preparing US Navy Supply System emergency requisitions, expedite requisitions, and upgrade priorities in support of Government requirements.
- Using Relational Supply and Navy ERP to maintain inventory management of
- spare and repair parts, depot-level repairables, hazardous materials, consumables, general equipment property, and other items in the custody of the SCSC Supply Officer.
- Life-Cycle management of hazardous materials, from submission of requirements to ordering, storage, issue, turn-in of excess, and process for disposal in accordance with OPNAV Instructions 5100.19(series), 5100.23(series), and SCSC Instruction 4110.2(series). Support client HAZMAT
- Coordinator to maintain the Government databases for HAZMAT management systems. Maintain a database of Material Safety Data Sheets (MSDS) and ensure all required MSDS's are maintained in the proper facilities in accordance with OPNAV Instructions 5100.19(series) and 5100.23(series).
- Supporting SCSC to identify, maintain, and recommend sources of supply for items requisitioned, to include researching and cataloging support. Screening requirements through GSA, Defense Logistics Service Center (DLSC), and NAVSUP One Touch/Web Federal Logistics Information System (WEBFLIS) to identify assignment of National Stock Number (NSN). Maintain a reference library for Government use of catalogs, manuals, Military, and Federal Specifications and Standards, and DLSC publications as well as maintaining a Navy supply publications library for SCSC.
- Support SCSC in maintaining all open purchase logs, documents, and files to include submitting Government approved requirements, filing requisition documentation, and scanning documentation. Support SCSC for reconciliation of the Government Purchase Card statement to include gathering substantiating documentation and researching discrepancies.
- Support SCSC central receiving facility function to include review of quantity and condition of material received; ensure that incoming material being processed for stock, or direct turn over requirements, is properly documented and correct as to quantity, quality, identification, and is staged for delivery or warehousing while maintaining accountability for the material for final Government inspection and acceptance.
- Manage property tags for all items requiring property tags prior to delivery in accordance with SCSC, NAVSEA, and Secretary of the Navy (SECNAV) Instructions. Process all general equipment and property transactions in ERP and local systems. Ensure hazardous materials are properly identified, handled, and Material Safety Data Sheets are attached to material. Manage transport of all material for delivery to the various buildings at SCSC using Government provided vehicles for the transportation of material and ensure employees have required licenses to drive various vehicles including a Commercial Driver's License. Deliver and or pick-up government property at the airport, other Navy facility, or another Contractor's facility. Ensure personnel transporting hazardous material for delivery on SCSC have proper training and licenses to transport HAZMAT. Process all receipts in accordance with NAVSUP and NAVSEA ERP instructions.
- Advise SCSC on most effective use of net warehouse space to include recommending major changes, additions, or enhancements for government approval. Ensure storage of material and equipment in the proper physical environment to guard against damage or deterioration. Package/crate material for shipment, material transfer to other activities, shipment of excess items to DLA Disposition Services, and "A" condition material turned in for credit to Material Turn In to Shore (MTIS). Prepare all Supply Department required paperwork.
- Conduct Preventive Maintenance System (PMS) checks in accordance with OPNAVINST 5100.19(series) and 5100.23(series) and Navy maintenance requirement cards on eye wash stations and decontamination showers and prepare and submit report when completed to supply Government Work Center Supervisor.
- Receive, issue, inventory, and otherwise maintain the spare parts program for SCSC in accordance with Coordinated Shore Based Allowance List (COSBAL) in accordance with NAVSUP P-485 and other Navy directives. Track Depot Level Repairables (DLRs), general equipment and property inventories at all SCSC facilities, and print reports as required from the current Material Maintenance Management (3M) database and ERP.
- Provide dock-to-dock material, furniture, and equipment relocation. Relocate office furniture, boxes, and items to support Government office moves and movement of equipment and furniture.
- Perform mail service functions and process Navy mail through the existing Navy Mail Service Center (MSC) including processing and delivery of incoming mail, internal mail, outgoing mail, special services mail, as well as processing of Federal Express mail and packages.
- Handle and safely store all incoming and outgoing sensitive and classified material and special handling mail to include COMSEC material.

- 20 years' experience with logistics operations including shipping, receiving, warehousing, delivery, inventory, mail operations, hazardous material, and procurement.
- Demonstrated experience managing Navy supply operations Proven leadership experience of at least 6 years
