As a Supervisory Human Resources Specialist (Classification) at the GS-0201-14 some of your typical work assignments may include:
  • Serves as the approving official for DoD classification appeal decisions; reviews and validates determinations made by subordinated specialists and assesses broader program impacts; and decides when to initiate Component-level classification consistency reviews.
  • Oversees creation and maintenance of DoD classification policies, guides, and instructions; translates OPM policies into DoD-wide implementing guidance; and evaluates program implications of new legislation, executive actions, or regulatory changes.
  • Delivers authoritative guidance to DCPAS leadership and DoD Components on classification, FLSA, and position management; prepares and presents reports, briefings, and recommendations to senior stakeholders; and serves as primary liaison with DoD headquarters HR organizations on classification matters.
  • Leads or participates in special projects involving classification policy, standard job descriptions, and supplemental criteria; prepares official DoD responses to Congressional inquiries, OSC investigations, IG inspections, and OPM surveys; and supports development of DoD requests for new or revised OPM classification standards.
  • Performs full first-line supervisory responsibilities, including planning work, setting priorities, assigning tasks, and evaluating performance; provides coaching, counseling, and disciplinary actions as needed; oversees staff development, recommends training, and supports career growth; and manages recruitment, selection, promotions, and awards for subordinate employees.
  • Ensures accurate application of OPM classification standards, FLSA exemption criteria, and position management principles across DoD and guides staff in resolving complex classification and pay issues, including environmental and hazard pay determinations.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the13 grade level in the Federal service:
  • Providing expert advisory services on position classification, position management, and Fair Labor Standards Act (FLSA) determinations for complex or sensitive positions.
  • Developing or contributing to classification policy, technical guidance, standard job descriptions, or implementing instructions for HR specialists and management officials.
  • Providing work direction, mentoring, or quality review of classification work products completed by HR specialists or team members.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
