Job Description:
We are seeking an experienced and knowledgeable Site Security Manager to provide expert level construction security and engineering support for secure facility and Sensitive Compartmented Information Facility construction projects across the INDOPACOM AOR. This role demands deep experience with ICD 705 compliant construction, close coordination with U.S. Government engineering authorities, and the ability to guide projects through planning, design, construction, and final accreditation in complex overseas environments.

Job Responsibilities:
●​ Serve as the Site Security Manager supporting secure area and Sensitive Compartmented Information Facility construction projects
●​ Provide continuous coordination, expert recommendations, and technical input throughout all phases of the project including planning, design, initiation, setup, and accreditation
●​ Coordinate closely with U.S. Navy Facilities Command in Singapore and Japan, as well as other U.S. Government engineering organizations
●​ Support and collaborate with the primary Site Security Manager to ensure consistent security oversight and compliance
●​ Review designs, drawings, and construction plans to ensure compliance with ICD 705, TEMPEST standards, and applicable Department of Defense and Intelligence Community directives
●​ Provide engineering focused expertise during construction to ensure security requirements are properly implemented and documented
●​ Assist in the preparation of Fixed Facility Checklists and TEMPEST addendums required for final facility accreditation
●​ Ensure all construction security measures are implemented in accordance with approved plans and accreditation requirements
●​ Provide on site oversight and coordination with contractors, engineers, and government stakeholders
●​ Support final inspections, validations, and accreditation activities at construction completion

Required Qualifications:
●​ Minimum of four years of construction engineering experience related to U.S. military construction overseas, including secure areas or Sensitive Compartmented Information Facility construction
●​ Minimum of four years of direct experience working on ICD 705 construction projects
●​ Direct on site experience serving as a Construction Surveillance Technician, Site Security Manager, or Subject Matter Expert on ICD 705 projects
●​ Minimum of two years of leadership or management experience on ICD 705 construction security projects serving as a Site Security Manager or Construction Surveillance Technician Lead
●​ Demonstrated experience conducting threat-informed construction security risk assessments and advising government stakeholders on mitigation or risk acceptance decisions.
●​ Demonstrated experience implementing construction materials security controls, supply chain vetting, and chain-of-custody documentation in overseas environments.
●​ Proven ability to maintain comprehensive, audit-ready construction security documentation supporting accreditation decisions and post-occupancy reviews.
●​ Demonstrated ability to communicate complex security requirements clearly to engineers, contractors, and senior government stakeholders in high-tempo overseas construction environments.
●​ Ability to operate independently in remote or austere environments while maintaining continuous coordination with distributed government stakeholders.
●​ Demonstrated experience coordinating with the U.S. Government engineering organizations such as Naval Facilities Engineering Systems Command or U.S. Army Corps of Engineers
●​ Knowledge of the sixteen standard divisions of construction
●​ Demonstrated knowledge of technical listening devices used by foreign intelligence services

Certification Requirements:
●​ Must hold a valid certificate of successful completion of a twenty (20) hour or greater Site Security Manager training course completed within the last five (5) years
●​ Must hold a valid certificate of successful completion of a forty (40) hour or greater Construction Surveillance Technician training course completed within the last five (5) years
