The Opportunity

CACI International has an outstanding opportunity for an experienced, self-directed, Procurement Analyst. This position is in support of the Department of War (DoW) organization, United State European Command (USEUCOM) located in Stuttgart, Germany. This position is required to travel outside the continental U.S. (OCONUS). The Procurement Analyst is responsible for the procurement and logistics management process. The primary responsibility is to serve as the Liaison between the government customer and the CACI procurement office.

The candidate establishes and maintains the consistency of information regarding the multiple budget lines and provides concise and accurate reporting of all stages of the procurement process. Coordinates with the Configuration Manager, Project Managers and Engineering to execute purchasing processes and maintain an efficient flow of information for all materials and services. This includes administering everyday business activates to prepare all business strategies and manage all communication to ensure consistent messaging of all supply activities in the organization.

Responsibilities

o Responsible for reviewing quotes, lead times, price, and minimum buy information
o Responsible for the analysis and maintenance of procurement and logistics data, including purchase orders, quotations, and inventory management
o Monitors shipments to guarantee on-time delivery and settle problems associated with undelivered goods
o Responds to e-mails and phone calls from vendors, and interact with various employees to keep orders moving smoothly
o Works together with sales representatives, purchasing agents, and engineering department on new and existing sales, or when a problem arises
o Facilitates the proper evaluation of bids and proposals received in response to a Request for Proposal (RFP), Request for Qualification (RFQ) Request for Information (RFI) or Quick Quote.
o Provide remote stateside interface with Corporate Purchasing and Vendors as required
o Other duties as assigned

o Perform complex quantitative and qualitative analysis to support procurement decisions.
o Develop and maintain dashboards, reports, and metrics to track procurement performance.
o Identify trends, risks, and opportunities to optimize acquisition strategies.
o Database & Systems Management
o Enter, update, and validate procurement data in government-approved databases.
o Ensure accuracy and integrity of procurement records and documentation.
o Utilize procurement software tools and enterprise systems to streamline workflows.
o Technical Familiarity
o Demonstrate working knowledge of both hardware and software systems in a government environment.
o Support integration of procurement systems with IT platforms.
o Troubleshoot and resolve technical issues related to procurement tools.
o Interpersonal & Communication Skills
o Collaborate with internal stakeholders, government officials, and external vendors.
o Provide clear, concise briefings and written reports to leadership.
o Build strong working relationships across diverse teams in a multinational environment.
o Vendor & OEM Engagement
o Serve as a primary point of contact with vendors and Original Equipment Manufacturers (OEMs).
o Negotiate terms, pricing, and delivery schedules to ensure mission requirements are met.
o Maintain professional relationships to support long-term procurement strategies and sustainment.
o Ensure vendor and OEM compliance with U.S. government acquisition regulations and host nation requirements.

Qualifications

Required

The candidate shall meet the following requirements:

• Currently hold an Active Secret Clerance

• Bachelor's degree in IT Business Management, Supply Chain Management, Logistics, Finance, or related field preferred.

• At least 3+ years prior purchasing/supply chain experience and an understanding of supply chain management.

• Strong background in data analysis and database management.

• Familiarity with procurement regulations, FAR/DF
