Duties

  • As the Deputy for the commander, assists in directing, planning, organizing, and managing the programs and activities of the Communications Squadron.
  • Exercises supervisory personnel management responsibilities.
  • Functions as a senior technical advisor for Data Center Management; oversees, plans, and coordinates the daily activities of the Cyber Operations flight.
  • Makes a periodic, comprehensive assessment and evaluation of program goals/objectives which provide a basis for long and short-range planning to enhance the organization's support capabilities.
  • Represents the Communications Squadron in a variety of installation and functional area activities.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • The employee may be required to obtain and maintain required professional/technical certifications.
  • Business, management, or IT related-academic degree is desirable for this highly competitive position.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • DoD Manual (DoDM) 8140.03 Cyberspace Workforce Qualification and Management Program education, training or certification is a condition of employment.
  • Exec Cyber Leadership work as a paramount duty requirement. Per DoD 8140, the incumbent of this position must achieve the appropriate Exec Cyber Leadership education, training or certification within six months of assignment of these duties.
  • A waiver of this six-month requirement may be granted per DoD 8140. Failure to receive the proper IA certification may result in removal from this position.
  • Centrally Managed by the Cyber and Information Career Field Team.
  • DNRP is authorized
  • Subject to completion of a 1-year supervisory probationary period, unless previously met.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A).

EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Examples of specialized experience includes overseeing all Communications Squadron activities by managing essential communication and information systems, directing both short and long term programs, and planning and coordinating every stage of acquiring, implementing, and integrating IT assets, all of which directly support a large, complex, multi mission military installation.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. In-depth knowledge of communications and information (C&I) systems and facilities, practices and methodologies equivalent to those used in both government and industry; to include an understanding of the Air Force and C&I organizational structure.

2. Knowledge and understanding of the Department of Defense Planning, Programming and Budgeting System (PPBS) and Federal budget process, including knowledge of congressional budget process; and thorough and detailed understanding of Air Force, DoD and OMB policies, directives, and regulations in order to effectively develop and defend multi-year financial programs.

3. Knowledge of acquisition planning and contracting methodologies sufficient to provide a critical analysis with a recommended course of action on a wide variety of contractual matters.

4. Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures.

5. Skill in managing the work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources.

6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors

7. Knowledge of emerging security issues, risks, and vulnerabilities, and skilled in preparing plans and related correspondence.

8. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
