Employment Position: Security Specialist Foreign Access Central Tracking System (FACTS)

Introduction
This position is located in the U.S Department of Energy (DOE) Office of Industrial Security (EHSS-42) and serves as a Security Specialist providing critical support to multiple security programs. This position will be responsible for a variety of duties related to industrial security, database management, and administrative oversight. Key responsibilities include supporting the Foreign Access Central Tracking System (FACTS) and the Radiological Source Registry and Tracking System (RSRT) by providing guidance and assistance to users across the DOE complex and developing database reports. This position will also support the Entity Triage/Facility Clearance (FCL) Team by reviewing security documents, conducting research and analysis to support FCL and foreign ownership, control, or influence (FOCI) determinations, and maintaining data integrity in the Safeguards and Security Information Management System (SSIMS).
The work requires applying established industrial security principles and procedures to resolve a variety of conventional security-related tasks and questions. The specialist will assist with annual oversight of cleared facilities, process access authorizations for key personnel, and help coordinate the annual FOCI/FCL workshop. This role requires strong customer service skills to effectively assist a wide range of users and stakeholders, as well as the ability to analyze information to support critical security determinations. This position will work with a degree of independence on assigned projects, interpreting policy and resolving most conflicts while keeping supervisors informed of progress and potentially controversial matters.
The position requires an ACTIVE DOE Q security clearance or DOD TS equivalent.

Responsibilities:
- Support multiple security programs to include, the Foreign Access Central Tracking System Team (FACTS), and the Radiological Source Registry and Tracking System (RSRT).
- FACTS and RSRT database system support, providing guidance and assistance to users across the DOE complex.
- Assist with developing database reports for the various DOE program offices and system users
- Attend and support various programmatic meetings and workshops when required.
- Other duties as assigned.
- Support the Entity Triage/Facility Clearance (FCL) Team.
- Reviews Contract Security Classification Specification (CSCS) and Facility Data and Approval Record (FDAR) for completeness and accuracy and enters them into the Safeguards and Security Information Management System (SSIMS).
- Assists with triage level research and provides written analysis on DOE contract awardees requiring access to classified information supporting DOE HQ facility FCL and foreign ownership, control, or influence (FOCI) determinations.
- Assists with annual oversight activities for companies with that have been granted an FCL by DOE HQ to determine continued eligibility.
- Initiates and monitors the progress of access authorizations for Key Management Personnel (KMP) and Facility Security Officers of companies receiving or holding DOE HQ FCLs.
- Processes all facility data and approval information for newly created facilities, coordinates and directs revisions for changes to contractor and Other Government Agency (OGAs) submissions concerning the recordation of classified mailing addresses.
- Assists with the planning and coordination of the Annual DOE Complex-wide FOCI/FCL Workshop.
Required Qualifications:
- The individual should have experience in Industrial Security, Intelligence Analysis or Contracting and Procurement.
- The individual must possess a bachelor's degree from an accredited university or college in such fields as one of the engineering disciplines, law enforcement, or security management.
- The individual must have ten (10) years of experience within the field of nuclear safeguards and security and shall possess an excellent working knowledge of the protection of classified matter, computer security, physical security, information security, special nuclear materials, protective forces, and the protection of property and assets.
- Understand classified materials handling and protection requirements.
- Possess excellent written, verbal and interpersonal skills.
- Experience in office administration and records management activities.
- Experience in performing office activities such as word processing, spreadsheets, correspondence preparation; editing; and scheduling.
- Mastery of MS Office Suite to include Outlook, Word, Excel, and PowerPoint.
- Demonstrated ability to handle and prioritize multiple tasks.
- Must be detail-oriented, self-starter and can work independently.
- Customer service oriented, experienced in interacting directly with clients and ability to foresee client's needs and provide solutions and recommendations.
- Possess exceptional analytical capabilities.
- Willingness to work in a dynamic environment that changes rapidly and requires occasional variance in hours.
- Ability to sit for extended periods and perform work in an office environment, including extensive use of computers.
- DOE site access will require the qualified candidate be a U.S. citizen with an ACTIVE DOE Q security clearance or DOD TS equivalent. The candidate's written consent to conduct a background check for the purposes of maintaining a security clearance will be required as a condition of employment.
- Pre-employment and ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate's written consent to conduct such tests will be required as a condition of employment.
