Job Summary:

Tutulu LLC is looking for an enthusiastic, well-qualified individual to fill the Technical Evaluation Specialist L3 position. This role offers the opportunity to work with a diverse and talented group of individuals committed to driving success.

As a Technical Evaluation Specialist L3 personnel must demonstrate substantial technical evaluation experience within the defense or space sector, grounded in a strong understanding of space systems engineering. This includes expertise in spacecraft subsystems, launch and ground architectures, space domain awareness, and advanced technology development. Such technical depth enables clear articulation of mission priorities and the ability to translate complex requirements into actionable guidance for industry partners.

Candidates must also bring a solid background in government program management, with familiarity in the FAR, DFARS, OTA authorities, and rapid acquisition frameworks.

The role requires representing the Space Rapid Capabilities Office (Space RCO) at public engagements, industry outreach events, technical forums, and presentations involving traditional and nontraditional contractors, academia, and government stakeholders. Responsibilities include communicating Space RCO programs, mission needs, acquisition pathways, and emerging capability requirements. Additional duties involve conducting market research to identify innovative space technology providers and assessing their technical maturity, alignment with Space RCO priorities, and suitability for rapid acquisition.

Success in this position demands strong communication and interpersonal skills, the ability to discuss complex space engineering topics with diverse audiences, and proficiency in managing multiple tasks in a fast paced, mission driven environment.

Skills/Experience Required:

• Active Top Secret clearance with TS/SCI eligibility; experienced working in highly controlled SAP and SCI environments within the last five years• 10+ years relevant DoD work with at least 4 years' experience in a SAP and or SCI environment and worked in this environment within the last five years• May be required to consent to and successfully complete a Government Counterintelligence Scope Polygraph• Strong background in government program management, with deep familiarity in AFFARS, FAR, and DFARS regulatory frameworks• Proven understanding in Other Transaction Authority (OTA) processes and rapid acquisition pathways supporting accelerated capability delivery• Provides strategic recommendations to senior leadership, enabling mission success through informed guidance, operational insight, and cross organizational coordination• Experience in the space and defense sectors, with a solid understanding of operational, technical, and mission focused space capabilities• Comfortable representing programs in public engagements, industry outreach events, technical forums, and discussions with government stakeholders• Skilled in developing, articulating, and advocating program requirements into Space RCO initiatives

Security Clearance

Must be a U.S. Citizen. A high-level Department of Defense active security clearance may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

Physical Requirements

Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner and that may include lifting to thirty pounds, as necessary.
