The Evolved Sea Sparrow Missile (ESSM) Japan Program has an exciting opportunity for a Production Program Manager (PM). The Production PM will lead production efforts supporting a Direct Commercial Sales contract. This position works closely with the Program Associate Director to drive program execution and growth.

The Production PM will be responsible for regular customer interface as well as key partners & suppliers to support the customer and mission. They are responsible for removing barriers and defining solutions that support the program and portfolio. In addition, it is expected this role will prepare EACs and Program Review packages and drive the program execution. This position will work across all Raytheon functional organizations, interface with various levels of customer and end user organizations, and international partners to ensure the timely start-up and delivery of products and services in accordance with the contract(s).

Will You Will Do:
  • The role must establish and maintain a positive program culture to which top talent is retained and attracted.
  • Execute daily PM cadence (battle rhythm) such as EACs, risk and opportunity management, schedule performance reviews, customer reviews, IPT/CPT reviews, program management reviews (PMRs), agile sprint and increment planning, and decision reviews to achieve contract commitments.
  • Prepare, revise, update, and monitor required documentation and analysis in compliance with contract requirements, Raytheon Lifecycle Program Management (RLPM), Corporate and Business policies and procedures.
  • Lead the program risk and opportunity process in accordance with specific financial goals and obligations.
  • Meet contractual commitments including financial, technical, and schedule performance of assigned program(s) within contractual boundaries and company expectations.
  • Develop program-enhancing partnerships with internal functional organizations, including but not limited to Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management, and administrative functions.
  • Display strong communication, influential leadership, and presentation skills, and comfortably interact with both internal and external stakeholders at all levels of leadership.
  • Prepare and manage all required product lifecycle artifacts and reviews.
  • Coordinate customer program reviews, prepare for customer visits.
  • Support contract proposal process to include bidding, gating, negotiating, contract review & approval, and start-up efforts for new business and sustainment efforts.
  • Domestic and International travel required.

Qualifications You Must Have:
  • Typically requires a University Degree or equivalent experience and a minimum of 10 years prior relevant experience, or An Advanced Degree in a related field and a minimum of 7 years' experience
  • Prior People Leadership/Management Experience with Foreign Military Sales (FMS) and/or DCS contracts
  • Prior experience developing FMS and/or DCS cost proposals, and performing proposal reviews and contract start-up reviews for management approval
  • Prior Experience with financial analysis tools, project management tools, risk and opportunity tools and/or systems
  • Prior experience leading cross-functional teams (ex: Engineering, Operations, Supply Chain, Finance, etc.)


Qualifications We Prefer:
  • Experience effectively communicating in multi-cultural settings with non-native speakers
  • Experience with the USN, NSPO, or foreign military customers and contract negotiations with these entities
  • Experience with various program lifecycle stages (capture, development, production, sustainment, etc.)
  • Capture experience in a government and/or commercial setting
  • Prior experience developing and executing capture plans, win themes, and customer-oriented strategies
  • Program Management Level 5 Certification, or ability to achieve within 12 months
  • Working knowledge of EX/IM, Global Trade, and Security requirements
  • Working knowledge of contract formation, execution, and management
  • Experience with various agreement types, to include teaming agreements, procurement agreements, etc.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
