ASRC Federal Agile Management is seeking a dynamic Program Manager to support an upcoming DHS program. This position will require the Program Manager to work onsite in Ashburn, VA.
Summary: The Program Manager is a critical leadership role within the U.S. Customs and Border Protection's Office of Information and Technology, responsible for overseeing the successful execution of technology programs that support the Passenger Systems Program Directorate (PSPD). This position demands a strategic thinker with a strong background in project management, ensuring that IT initiatives are completed on time, within scope, and according to budget while maintaining a high standard of quality. The Program Manager will work closely with stakeholders to align program goals with organizational objectives and foster a collaborative environment to drive program success.
The Program Manager will lead cross-functional teams in the development and implementation of technology solutions that enhance CBP operations. This role includes managing project timelines, budgets, and resources, as well as cultivating strong relationships with internal and external stakeholders. The Program Manager will also be accountable for preparing and delivering reports on project status, facilitating communication regarding deliverables, and addressing any challenges that arise during the program lifecycle.

Key Responsibilities
- Develop and manage program plans, including project timelines, budgets, and resource allocation to ensure successful execution of all initiatives.
- Identify and assess program risks and develop mitigation strategies to address potential issues that may impact project outcomes.
- Collaborate with the team to monitor progress, ensure adherence to quality standards, and achieve program objectives.
- Communicate program status, challenges, and achievements to stakeholders and senior management through regular reporting and meetings.
- Facilitate stakeholder engagement and collaboration to align project goals with organizational strategy.
- Implement best practices and methodologies for program management to improve efficiency and effectiveness across projects.
- Lead, mentor, and coach team members to build skills and enhance overall team performance.
Qualifications
- Bachelor's degree in Information Technology, Project Management, or a related field with 8 years of experience in program or project management within a technology-focused environment OR Master's degree with 6 years of relevant work experience.
- Proven ability to lead teams successfully and manage multiple projects simultaneously.
- Strong analytical skills and a thorough understanding of project management methodologies (e.g., Agile, Scrum).
- Excellent communication and interpersonal skills for effective stakeholder engagement.
- Familiarity with U.S. Customs and Border Protection operations is a plus.
- Ability to obtain a Public Trust.
- US Citizenship to successfully complete a government issued background investigation.
